4. Negotiations ahead of Parliament's first reading (Rule 71)
The President announced, in accordance with Rule 71, the decisions of the ITRE, EMPL and INTA Committees to enter into interinstitutional negotiations on the basis of the following reports:
— ITRE Committee: Proposal for a regulation of the European Parliament and of the Council on the European Institute of Innovation and Technology (recast) (COM(2019)0331 - C9-0042/2019 - 2019/0151(COD)). Rapporteur: Marisa Matias (A9-0120/2020);

— INTA Committee: Proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 654/2014 of the European Parliament and of the Council concerning the exercise of the Union's rights for the application and enforcement of international trade rules (COM(2019)0623 - C9-0197/2019 - 2019/0273(COD)). Under Rule 71(2), if, before midnight on the following day, Thursday 9 July 2020, a request is received from a number of Members or one or more political groups meeting at least the average threshold, the decisions to enter into negotiations will be put to the vote.
Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.
