10. Negotiations ahead of Parliament’s first reading (Rule 71)
The President announced that the LIBE Committee had decided to enter into interinstitutional negotiations under Rule 71 of the Rules of Procedure on the basis of the following reports:
- LIBE Committee: Report on the proposal for a regulation of the European Parliament and of the Council on European Production and Preservation Orders for electronic evidence in criminal matters(COM(2018)0225 – C8-0155/2018 –2018/0108(COD)). Rapporteur: Birgit Sippel (A9-0256/2020);
- LIBE Committee: Report on the proposal for a regulation of the European Parliament and of the Council establishing the conditions for accessing the other EU information systems and amending Regulation (EU) 2018/1862 and Regulation (EU) 2019/816(COM(2019)0003– C8-0025/2019 –2019/0001(COD)). Rapporteur: Jeroen Lenaers (A9-0254/2020);
- LIBE Committee: Report on the proposal for a regulation of the European Parliament and of the Council establishing the conditions for accessing other EU information systems for ETIAS purposes and amending Regulation (EU) 2018/1240, Regulation (EC) No 767/2008, Regulation (EU) 2017/2226 and Regulation (EU) 2018/1861(COM(2019)0004– C8-0024/2019 –2019/0002(COD)). Rapporteur: Jeroen Lenaers (A9-0255/2020);
- LIBE Committee: Report on the proposal for a directive of the European Parliament and of the Council laying down harmonised rules on the appointment of legal representatives for the purpose of gathering evidence in criminal proceedings(COM(2018)0226– C8-0154/2018 –2018/0107(COD)). Rapporteur: Birgit Sippel (A9-0257/2020);
- LIBE Committee: Report on the proposal for a regulation of the European Parliament and of the Council on a temporary derogation from certain provisions of Directive 2002/58/EC of the European Parliament and of the Council as regards as the use of technologies by number-independent interpersonal communications service providers for the processing of personal and other data for the purpose of combating child sexual abuse online(COM(2020)0568 – C9-0288/2020 –2020/0259(COD)). Rapporteur: Birgit Sippel (A9-0258/2020).
Under Rule 71(2), if, before midnight on the following day, Tuesday 15 December 2020, a request in writing had been received from a number of Members or one or more political groups reaching at least the medium threshold, the decisions to enter into negotiations would be put to the vote.
Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decisions to enter into negotiations has been made.
