3. Statements by the President
The President made a statement on the occasion of International Women’s Day. This was followed by messages from Jacinda Ardern (Prime Minister of New Zealand) and Kamala Harris (Vice-President of the United States).
Ursula von der Leyen (President of the Commission) also made a statement on the same subject.

The President made a statement on the assassination of Luca Attanasio, the Italian Ambassador to the Democratic Republic of Congo, Carabiniere Vittorio Iacovacci and their driver Moustapha Milambo, on 22 February 2021 during a trip organised by the UN World Food Programme to the north of Goma, in the east of the country.
The President said that a debate on this urgent case had been placed on the agenda for Thursday 11 March 2021 and extended Parliament’s sympathy to the families and friends of the victims.
Parliament held a minute’s silence in memory of all victims of violence.

4. Approval of the minutes of the previous sittings
The minutes of the sittings of 8, 9, 10 and 11 February 2021 were approved.
5. Request for consent from the Council (Rule 105)
The President announced that on 1 March 2021 he had received a request from the Council for Parliament to give its consent to the draft Council decision on the conclusion, on behalf of the Union, of the Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part, and of the Agreement between the European Union and the United Kingdom of Great Britain and Northern Ireland concerning security procedures for exchanging and protecting classified information.
The draft Council decision had been referred to the AFET and INTA committees (Rule 58).
6. Council position at first reading
The President announced that, in accordance with Rule 63(1), the following position had been received from the Council, together with the reasons which had led to its adoption, and the Commission’s position on:
– Position of the Council at first reading with a view to the adoption of a regulation of the European Parliament and of the Council establishing the Customs programme for cooperation in the field of customs and repealing Regulation (EU) No 1294/2013 – Adopted by the Council on 1 March 2021 (05265/1/2021 – COM(2021)0099 – C9-0091/2021 – 2018/0232(COD)) referred to committee responsible: IMCO
This would be included on the agenda of that part-session provided the recommendation for a second reading was adopted by the IMCO Committee.
7. Composition of political groups
Vincenzo Sofo was no longer a member of the ID Group and had joined the ECR Group as of 23 February 2021.
Andrea Bocskor, Andor Deli, Tamás Deutsch, Kinga Gál, Enikő Győri, András Gyürk, Balázs Hidvéghi, Lívia Járóka, Ádám Kósa, Ernő Schaller-Baross, Edina Tóth and László Trócsányi were no longer members of the PPE Group and now sat, as of 5 March 2021, with the non-attached Members.
8. Composition of committees and delegations
The President had received from the ID Group the following decision changing the composition of the committees and delegations:

9. Extension of the term of office of special committees
The President informed the House that the Conference of Presidents, at its meetings of 11 February and 4 March 2021, had given its consent to the requests by the Special Committee on Foreign Interference in all Democratic Processes in the European Union, including Disinformation, and the Special Committee on Artificial Intelligence in a Digital Age for a six-month extension to their terms of office, and to the request by the Special Committee on Beating Cancer for its term of office to be extended by three months.
These extensions were necessary on account of the work still to be done and the challenges posed by the current health context, in order to allow the Special Committees to fulfil fully and correctly their mandates as approved by Parliament on 18 June 2020 (minutes of 18.6.2020, item 20).
If no objections were raised in the 24 hours following that announcement, these extensions would be deemed to be approved. If any objections were forthcoming, the extensions would be put to the vote.
10. Delegated acts (Rule 111(6))
In accordance with Rule 111(6), the Chair of the Conference of Committee Chairs had notified the President of Parliament that no objection had been raised concerning:
- the recommendation of the AGRI Committee to raise no objections to Commission Delegated Regulation (EU) 2021/95 of 28 January 2021 amending Delegated Regulation (EU) 2020/592 on temporary exceptional measures derogating from certain provisions of Regulation (EU) No 1308/2013 of the European Parliament and of the Council to address the market disturbance in the fruit and vegetables and wine sectors caused by the COVID-19 pandemic and measures linked to it (C(2021)00368 - 2021/2531(DEA)) (B9-0157/2021);

If no objection was expressed by a political group or a number of Members reaching at least the low threshold within 24 hours, the recommendations would be deemed approved after announcement in plenary. If such an objection were forthcoming, they would be put to the vote.
11. Negotiations ahead of the Council’s first reading (Rule 72)
The President announced that, in accordance with Rule 72, the ECON and JURI committees had decided to enter into interinstitutional negotiations on the basis of the position adopted by Parliament at first reading on:
– Proposal for a directive of the European Parliament and of the Council amending Directive 2013/34/EU as regards disclosure of income tax information by certain undertakings and branches (COM(2016)0198 – C8-0146/2016 – 2016/0107(COD)) – position at first reading P8_TA(2017)0284.
The position adopted by Parliament at first reading constituted the mandate for the negotiations.

The Commission statement on tackling the economic impact of the COVID pandemic by focusing on investment, competitiveness and skills (item 86 on the final draft agenda) would become the third item on the afternoon’s agenda, after the debate on the activities of the European Ombudsman – annual report 2019 (item 33 on the final draft agenda).
The President pointed out that the votes would be spread over the various voting sessions depending on the number of amendments and requests for split and separate votes. Information on the manner in which the votes would be spread over the various voting sessions was available on Parliament’s website under ‘Priority information and documents’.
