1. Resumption of the session

The session suspended on Thursday 10 June 2021 was resumed.


2. Opening of the sitting

The sitting opened at 15.05.


3. Statement by the President

The President made a statement marking World Amyotrophic Lateral Sclerosis (ALS) Day on 21 June 2021. On behalf of Parliament, he sent a message of encouragement and solidarity to ALS patients and their families, and stressed the need to invest in research into the origins of this disease and how to treat it.


4. Announcement by the President

The President announced that further to the adoption by Parliament on 10 June 2021 of the resolution on the Rule of Law situation in the European Union and the application of the Conditionality Regulation (EU, Euratom) 2020/2092 (P9_TA(2021)0287), he had written to the President of the Commission, on the basis of Article 265 TFEU, to request that the Commission fulfil its obligations as the Guardian of the Treaties and enforce Regulation (EU, Euratom) 2020/2092 fully and immediately. Should the Commission fail to act within the time limits set by the Treaties, Parliament would bring an action before the European Court of Justice.


5. Approval of the minutes of the previous sittings

The minutes of the sittings of 7, 8, 9 and 10 June 2021 were approved.


6. Composition of political groups

Luisa Regimenti was no longer a member of the ID Group and sat with the non-attached Members as of 21 June 2021.

Lars Patrick Berg was no longer sitting with the non-attached Members and had joined the ECR Group as of 23 June 2021.

Giuseppe Milazzo was no longer a member of the PPE Group and had joined the ECR Group as of 23 June 2021.


7. Negotiations ahead of Parliaments first reading (Rule 71)

The President announced, in accordance with Rule 71, the decision of the AGRI Committee to enter into interinstitutional negotiations on the basis of the following report:

- AGRI Committee: proposal for a regulation of the European Parliament and of the Council on the extension of the term of Community plant variety rights for the species asparagus and the species groups flower bulbs, woody small fruits and woody ornamentals (COM(2021)0036 – C9-0010/2021 – 2021/0019(COD)) – Rapporteur: Bert-Jan Ruissen (A9-0171/2021).

Under Rule 71(2), if, before midnight on the following day, Thursday 24 June 2021, a request had been received from a number of Members or one or more political groups reaching at least the medium threshold, the decision to enter into negotiations would be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.


8. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that, since the adjournment of the session on Thursday 10 June 2021, he had, jointly with the President of the Council, signed the following acts adopted under the ordinary legislative procedure:

- Regulation of the European Parliament and of the Council on a framework for the issuance, verification and acceptance of interoperable COVID-19 vaccination, test and recovery certificates (EU Digital COVID Certificate) with regard to third-country nationals legally staying or residing in the territories of Member States during the COVID-19 pandemic (00026/2021/LEX - C9-0208/2021 - 2021/0071(COD));

- Regulation of the European Parliament and of the Council on a framework for the issuance, verification and acceptance of interoperable COVID-19 vaccination, test and recovery certificates (EU Digital COVID Certificate) to facilitate free movement during the COVID-19 pandemic (00025/2021/LEX - C9-0207/2021 - 2021/0068(COD)).

The President announced that on Thursday 24 June 2021, jointly with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

- Regulation of the European Parliament and of the Council amending Regulation (EU) 2016/1628 as regards its transitional provisions for certain machinery fitted with engines in the power ranges greater than or equal to 56 kW and less than 130 kW, and greater than or equal to 300 kW, in order to address the impact of the COVID-19 crisis (00039/2021/LEX - C9-0229/2021 - 2021/0129(COD));

- Regulation of the European Parliament and of the Council laying down common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund and financial rules for those and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy (00047/2021/LEX - C9-0223/2021 - 2018/0196(COD));

12. Order of business

The final draft agenda for the June II sittings had been distributed (PE 694.627/PDOJ).

After consulting the political groups, the President proposed the following changes to the final draft agenda:

Wednesday

The Commission statement on the future of EU-Swiss relations (item 53 on the final draft agenda), which had initially been scheduled for Thursday morning, would be moved and taken as the second item on the agenda.

The oral question on foreign interference in democratic processes (item 68 on the final draft agenda) would be held over until the July 2021 part-session.

The vote on Paulo Rangel’s two recommendations for second reading on:

– Visa Information System (VIS): visa processing (item 57 on the final draft agenda), and

– Visa Information System (VIS): conditions for accessing other EU information systems for VIS purposes (item 58 on the final draft agenda),

would be held over until the next part-session.

The debates on:

– the oral questions on the 25th anniversary of the International Conference on Population and Development (ICPD25) (Nairobi Summit) (item 54 on the final draft agenda), and

– the short presentation of the report by Mislav Kolakušić on regulatory fitness, subsidiarity and proportionality – report on Better Law Making 2017, 2018 and 2019 (item 64 on the final draft agenda)

would be moved and taken as the third and fourth items on the agenda that evening.

The report by Predrag Fred Matić on sexual and reproductive health and rights in the EU, in the frame of women’s health (item 20 on the final draft agenda) would be moved and taken as the first item on the agenda that evening. Paulo Rangel’s report on the 2019-2020 Reports on Bosnia and Herzegovina would be moved and taken as the last item on the agenda that afternoon.

The President also informed the House that he had received from the ECR Group, in accordance with Rule 197, a motion calling for the debate on the report by Predrag Fred Matić on sexual and reproductive health and rights in the EU, in the frame of women’s health to be declared inadmissible.

The motion would be put to the vote during that day’s voting session.

Thursday

A formal sitting with the Secretary-General of the United Nations, António Guterres, would be included on the agenda and held between 11.30 and 12.00. As a result, the sitting would be extended until 14.00 and the morning’s debates would be split into two parts.

The first part would take place from 8.30 to 11.30, featuring the report by Jytte Guteland on the European Climate Law (item 26 on the final draft agenda). The second part would take place from 12.00 to 14.00 and would include the debates on:

– the report by Johan Van Overtveldt and Henrike Hahn on the public sector loan facility under the Just Transition Mechanism (item 27 on the final draft agenda), and

– the Council and Commission statements on the urgent need to complete the procedures for nominations for the full functioning of the European Public Prosecutor’s Office (item 55 on the final draft agenda).

As a result, the vote on the provisional agreement concerning the report by Johan Van Overtveldt and Henrike Hahn would be taken during the second voting session.

The President pointed out that the votes would be spread over the various voting sessions depending on the number of amendments and requests for split and separate votes. Information on the manner in which the votes would be spread over the various voting sessions was available on Parliament’s website under ‘Priority information and documents’.

The House agreed to the changes.

The order of business was thus established.

The following spoke: Terry Reintke, who called for Parliament to raise the rainbow flag following the rejection by UEFA of Munich city council’s request to light up Munich’s stadium in the rainbow colours for that evening’s European Championship match (the President noted her request and pointed out that Parliament had always been committed to defending LGBTQI rights).
