1. Resumption of the session

The session suspended on Thursday 24 June 2021 was resumed.


2. Opening of the sitting

The sitting opened at 17.04.


3. Statement by the President

The President made a statement expressing Parliament’s solidarity with the people of Cyprus and with the families of the four victims of the fire that had torn through the island.

He pointed out that ‘RescEU’ had swiftly deployed resources on the ground as part of the Union’s civil protection mechanism.


4. Approval of the minutes of the previous sittings

The minutes of the sittings of 23 June 2021 and 24 June 2021 were approved.


5. Request for waiver of immunity

The German authorities had forwarded a request to waive the immunity of Jörg Meuthen in connection with an investigation concerning him being conducted by Berlin’s Public Prosecutor.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


6. Composition of Parliament

The Portuguese authorities had given notice of the election of João Pimenta Lopes to replace João Ferreira as Member of Parliament with effect from 6 July 2021.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, João Pimenta Lopes would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


7. Composition of committees and delegations

The President had received from the ECR and ID groups and from the non-attached Members’ secretariat the following decisions changing the composition of the committees and delegations:

- ECON Committee: Lars Patrick Berg to replace Cristian Terheş

- EMPL Committee: Cristian Terheş to replace Anna Zalewska

- ENVI Committee: Annalisa Tardino

- ENVI Committee: Giuseppe Milazzo to replace Ryszard Antoni Legutko

- Special Committee on Beating Cancer: Angelo Ciocca

The decisions took effect as of that day.


8. Negotiations ahead of Parliaments first reading (Rule 71)

The President announced, in accordance with Rule 71, the decision of the TRAN Committee to enter into interinstitutional negotiations on the basis of the following report:

- TRAN Committee: proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2018/1139 as regards the capacity of the European Union Aviation Safety Agency to act as Performance Review Body of the Single European Sky (COM(2020)0577 – C9-0300/2020 – 2020/0264(COD)) – Rapporteur: Bogusław Liberadzki (A9-0217/2021).

Under Rule 71(2), if, before midnight on the following day, Tuesday 6 July 2021, a request had been received from a number of Members or one or more political groups reaching at least the medium threshold, the decision to enter into negotiations would be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.


9. Negotiations ahead of Parliament’s first reading (Rule 71) (action taken)

The President announced that no request had been received on behalf of a number of Members or a political group or groups reaching at least the medium threshold concerning the decision to enter into interinstitutional negotiations as announced in the minutes of Wednesday 23 June 2021 (minutes of 23.6.2021, item 7).

The AGRI Committee had therefore been able to initiate the negotiations on expiry of the deadline laid down in Rule 71(2).


10. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that since the adjournment of the session on Thursday 24 June 2021 he had, together with the President of the Council, signed the following act adopted in accordance with the ordinary legislative procedure:

- Regulation of the European Parliament and of the Council establishing the framework for achieving climate neutrality and amending Regulations (EC) No 401/2009 and (EU) 2018/1999 (‘European Climate Law’) (00027/2021/LEX - C9-0246/2021 - 2020/0036(COD)).

The President announced that on Wednesday 7 July 2021, jointly with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:
