1. Resumption of the session

The session adjourned on Thursday 8 July 2021 was resumed.


2. Opening of the sitting

The sitting opened at 17.04.


3. Approval of the minutes of the previous sittings

The minutes of the sittings of 5, 6, 7 and 8 July 2021 were approved.


4. Request for waiver of immunity

The Greek authorities had forwarded a request to waive the immunity of Emmanouil Fragkos in order for criminal proceedings to be brought against him.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


5. Composition of political groups

Lucia Vuolo was no longer sitting with the non-attached Members and had joined the PPE Group as of 10 September 2021.


6. Composition of committees and delegations

The President had received from the PPE, ID and ECR groups the following decisions changing the composition of the committees and delegations:

7. Council position at first reading

The President announced that, in accordance with Rule 63(1), the following position had been received from the Council, together with the reasons which had led to its adoption, and the Commissions position on:

- Position of the Council at first reading with a view to the adoption of a regulation of the European Parliament and of the Council establishing the Instrument for Pre-Accession assistance (IPA III) - Adopted by the Council on 7 September 2021 (06604/1/2021 - C9-0352/2021 - 2018/0247(COD))

The three-month period available to Parliament to adopt its position would therefore begin the following day (14 September 2021).


8. Negotiations ahead of Parliaments first reading (Rule 71)

The President announced, in accordance with Rule 71, the decisions taken by the ECON and ITRE committees to enter into interinstitutional negotiations on the basis of the following reports:

- ECON Committee: report on the proposal for a regulation of the European Parliament and of the Council on a pilot regime for market infrastructures based on distributed ledger technology (COM(2020)0594 – C9-0305/2020 – 2020/0267(COD)) – Rapporteur: Johan Van Overtveldt (A9-0240/2021);

- ITRE Committee: report on the proposal for a regulation of the European Parliament and of the Council on European data governance (Data Governance Act) (COM(2020)0767 – C9-0377/2020 – 2020/0340(COD)) – Rapporteur: Angelika Niebler (A9-0248/2021);

Under Rule 71(2), if, before midnight on the following day, Tuesday 14 September 2021, a request in writing had been received from a number of Members or one or more political groups reaching at least the medium threshold, the decisions to enter into negotiations would be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote on the decisions to enter into negotiations has been made.


9. Calendar of part-sessions

The President announced that at the meeting of the Conference of Presidents of 9 September 2021, he had decided, together with the political group chairs, that an extraordinary part-session would be held on 27 January 2022 to honour the victims of the Holocaust.

That part-session would be held each year to mark the International Day of Commemoration in memory of the victims of the Holocaust.

The provisional revised calendar for 2022 was available on Parliament's website.


10. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that since the adjournment of the session on Thursday 8 July 2021 he had, together with the President of the Council, signed the following acts adopted under the ordinary legislative procedure:

The President announced that on Wednesday 15 September 2021, together with the President of the Council, he would sign the following act adopted under the ordinary legislative procedure:

- Regulation of the European Parliament and of the Council establishing the Instrument for Pre-Accession assistance (IPA III) (00067/2021/LEX - C9-0355/2021 - 2018/0247(COD)).

The following spoke: Clara Aguilera on the forest fire in Sierra Bermeja in Andalusia, which had claimed the life of one firefighter and led to hundreds of people being evacuated from their homes. She deplored the human and material losses (the President seconded her sentiments).
