3. Negotiations ahead of Parliament’s first reading (Rule 71) (action taken)

The decisions of the AGRI, IMCO, LIBE, ITRE and JURI committees to enter into interinstitutional negotiations had been announced on 18 October 2021 (minutes of 18.10.2021, item 8).

Two requests pursuant to Rule 71(2) had been made by the Verts/ALE and The Left Groups for Parliament to vote on the following LIBE Committee decisions:

- Amendment of Regulation (EU) 2016/794 as regards Europol’s cooperation with private parties, the processing of personal data by Europol in support of criminal investigations, and Europol’s role on research and innovation(2020/0349(COD));

- Amendment of Regulation (EU) 2018/1862 on the establishment, operation and use of the Schengen Information System (SIS) in the field of police cooperation and judicial cooperation in criminal matters as regards the entry of alerts by Europol (2020/0350(COD)).

The votes would be held the following day, 21 October 2021, at the first voting session, from 9.45 to 11.00.

Since no requests for vote pursuant to Rule 71(2) had been received on the other decisions, the relevant committees were able to begin negotiations upon expiry of the deadline set.

9. Sakharov Prize 2021 (announcement of the winner)

The President announced that the Conference of Presidents had decided to award the 2021 Sakharov Prize to Alexei Navalny, the anti-corruption campaigner.

On behalf of Parliament, the President called for his immediate and unconditional release.

The President also recalled Parliament's commitment to the Afghan women fighting for equality and human rights in their country.
