3. Negotiations ahead of Parliament’s first reading (Rule 71) (action taken)

The decisions of the PECH, IMCO and LIBE committees to enter into interinstitutional negotiations had been announced on 2 May 2022 (minutes of 2.5.2022, item 6).

Two requests had been made by the ID and ECR groups, pursuant to Rule 71(2), for Parliament to vote on the following LIBE Committee decisions:

- EU Digital COVID Certificate - third-country nationals (2022/0030(COD));

- EU Digital COVID Certificate - Union citizens (2022/0031(COD)).

The vote would take place the next day, 5 May 2022.

Since no requests for votes pursuant to Rule 71(2) had been received on the other decisions, the relevant committees were able to begin negotiations upon expiry of the deadline set.
