The final draft agenda for the plenary sittings of March I 2023 (PE 744.002/PDOJ) had been made available to Members in accordance with Rule 157(3).

Proposals for changes to the final draft agenda, in accordance with Rule 158(1):

With the agreement of the political groups:

Monday

Following an objection from a political group pursuant to Rule 118(6), the debate on the Urmas Paet report (A9-0045/2023) on ‘The functioning of the EEAS and a stronger EU in the world (final draft agenda, item 62) was added as the last item on the agenda. Therefore, the sitting would be extended until 23:00.

The following deadlines had been set:
- amendments: Tuesday 14 March 2023 at 12.00
- requests for separate and split votes: Tuesday 14 March 2023 at 19.00

Tuesday

The vote on the Lena Düpont report (A9-0247/2022) on 'Law enforcement information exchange' (final draft agenda, item 22) was held over until Wednesday.

The title of the debate on the statement by the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on the 'Planned adoption of the foreign influence law in Georgia' (final draft agenda, item 76) was changed to 'Situation in Georgia'.

The title of the joint debate on 'Brexit' was changed to 'EU-UK relations'.

Wednesday

The title of the European Council and Commission statements on 'Preparation of the European Council meeting of 23-24 March 2023' (final draft agenda, item 49) was changed to 'Conclusions of the Special European Council meeting of 9 February and preparation of the European Council meeting of 23-24 March 2023'.

The debate on the oral question on 'Combating discrimination in the EU - the long-awaited horizontal anti-discrimination directive' (final draft agenda, item 80) would be wound up with the tabling of proposals for resolutions to be voted on at the April part-session.

Parliament agreed to these proposals.

Request from the PPE Group to include, as the second item on the afternoon's agenda, a Commission statement on the 'Failure of the Silicon Valley Bank and the implications for financial stability in Europe'.

The following spoke: Markus Ferber, on behalf of the PPE Group, to move the request.

Parliament approved the request by roll-call vote (373 in favour, 6 against, 5 abstentions).

Request from the Renew Group to include, as the second item on the afternoon's agenda, Council and Commission statements on 'Strengthening the EU Defence in the context of the war in Ukraine: speeding up production and deliveries to Ukraine of weapons and ammunitions'.

The following spoke: Nathalie Loiseau, on behalf of the Renew Group, to move the request.

Parliament approved the request by roll-call vote (315 in favour, 41 against, 20 abstentions).

Request from the ID Group to include, as the second item on the afternoon agenda, a statement by the Commission on 'Indispensable questioning of the decision to ban, by 2035, the sale of new combustion-engine vehicles in the EU'.

The following spoke: Jean-Lin Lacapelle, on behalf of the ID Group, to move the request and Jens Gieseke against.

Parliament rejected the request by roll-call vote (73 in favour, 295 against, 7 abstentions).

Request from the Left Group to include, as the third item on the afternoon's agenda, a Commission statement on the 'Need for immediate reform of the internal rules of the Commission to ensure transparency and accountability in light of alleged conflicts of interests'.

Request from the Verts/ALE Group to wind up that debate with the tabling of motions for resolutions to be voted on during the March II part-session.

The following spoke: Manon Aubry, on behalf of The Left Group, and Daniel Freund, on behalf of the Verts/ALE Group, to introduce their respective groups' requests.

The following spoke: Stéphane Séjourné, on behalf of the Renew Group, against the Verts/ALE Group's request.

Parliament approved The Left Group's request by roll-call vote (354 in favour, 15 against, 6 abstentions).

Parliament rejected the Verts/ALE Group's request by roll-call vote (167 in favour, 194 against, 9 abstentions).

Request from the ECR Group to change the title of the Council and Commission statements on 'Women activism – human rights defenders related to sexual and reproductive health and rights (SRHR)' (final draft agenda, item 59) to 'Women activism, related to sexual and reproductive health, in the context of human rights'.

The following spoke: Margarita de la Pisa Carrión, on behalf of the ECR Group, to move the request.

Parliament rejected the request by roll-call vote (157 in favour, 210 against, 7 abstentions).

Request from the ECR Group to include, as the eighth item on the afternoon's agenda, a Commission statement on the 'Scandalous corruption case in the misuse of EU funds by PSOE’s MPs in view of the reduction of penalties for public embezzlement in Spain'.

The following spoke: Margarita de la Pisa Carrión, on behalf of the ECR Group, to move the request.

Parliament rejected the request by roll-call vote (166 in favour, 204 against, 3 abstentions).

The order of business was thus established.
