3. Statements by the President
The President made a statement to mark the first anniversary of the murder of the Iranian Mahsa Amini. She reiterated Parliament’s support for those fighting for equality, dignity and freedom in Iran. She condemned the Iranian regime for detaining EU and dual nationals and called for the immediate release of Johan Floderus and Ahmad Resa Djalali.
The President spoke on the dangerous weather conditions that had recently caused significant damage and claimed many victims in several Member States, including Spain, Greece, Bulgaria, Slovenia and Italy. She assured those countries that they could count on the support of Parliament and the EU.
She also spoke on the earthquake that had struck Morocco two days previously and expressed Parliament’s solidarity with, and condolences to, the people of Morocco following this tragedy.
The President paid tribute to Véronique Trillet-Lenoir, who had passed away on 9 August 2023. On behalf of Parliament, she offered her condolences to Ms Trillet Lenoir’s family, who were present in the distunguished visitors’ gallery.

5. Composition of Parliament
Following the death of Véronique Trillet-Lenoir, Parliament established the vacancy of her seat with effect from 10 August 2023, in line with Rule 4(1) and (6).

Esteban González Pons and Adriana Maldonado López had been elected as members of the Spanish national parliament with effect from 17 August 2023.
Parliament took due note and, in line with Article 7(2) of the Act of 20 September 1976 concerning the election of the Members of the European Parliament by direct universal suffrage and with Rule 3(2), second subparagraph, and Rule 4(1) and (4), established the vacancies with effect from 17 August 2023.

The competent French authorities had given notice of the election of Catherine Amalric to replace Véronique Trillet-Lenoir as Member of Parliament with effect from 10 August 2023.
The Dutch authorities had given notice of the election of Anja Haga to replace Peter van Dalen as Member of Parliament with effect from 5 September 2023.
The Spanish authorities had given notice of the election of Ana Collado Jiménez and Laura Ballarín Cereza to replace Esteban González Pons and Adriana Maldonado López respectively as Members of Parliament with effect from 6 September 2023.
Parliament took due note of their election.
In line with Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Catherine Amalric, Ana Collado Jiménez, Laura Ballarín Cereza and Anja Haga would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
6. Verification of credentials
On the basis of the unanimous proposal from the JURI Committee at its meeting of 7 September 2023, Parliament verified the credentials of Christophe Clergeau, Thomas Rudner and Carlos Coelho, in line with Rule 3(4), and confirmed the mandates of these Members, with effect from 2 June 2023, 3 July 2023 and 7 July 2023 respectively.
7. Request for the defence of immunity
The President had received a request from Clara Ponsatí Obiols for the defence of her privileges and immunities, in connection with legal proceedings pending in Spain.
Pursuant to Rule 9(1), the request had been referred to the committee responsible, in this case the JURI Committee.
8. Request for the waiver of immunity
The German authorities had addressed a request to the President that the parliamentary immunity of Gunnar Beck be waived in connection with criminal proceedings pending in Germany.
Pursuant to Rule 9(1), the request had been referred to the committee responsible, in this case the JURI Committee.
9. Composition of political groups
Elisabetta De Blasis was no longer a member of the ID Group and would sit as a non-attached Member as of 11 September 2023.

- the AGRI Committee recommendation to raise no objections to Commission Delegated Regulation C(2023)05369 of 10 August 2023 derogating from Delegated Regulation (EU) 2017/891 supplementing Regulation (EU) No 1308/2013 of the European Parliament and of the Council for the year 2023 as regards the value of marketed production, the national strategy and the recovery of Union financial assistance for multiannual commitments in the fruit and vegetables sector due to adverse meteorological events (C(2023)05369 - 2023/2818(DEA)) (B9-0364/2023);
- the AGRI Committee recommendation to raise no objections to Commission Delegated Regulation C(2023)05365 of 10 August 2023 on temporary emergency measures derogating in respect of the year 2023 from certain provisions of Commission Delegated Regulation (EU) 2022/126 supplementing Regulation (EU) 2021/2115 of the European Parliament and of the Council, to resolve specific problems in the fruit and vegetables sector caused by adverse meteorological events and measures linked to them (C(2023)05365 - 2023/2819(DEA)) (B9-0365/2023).
If no objections were raised by a political group or a number of Members reaching at least the low threshold within 24 hours of this announcement, the recommendations would be deemed approved. If objections were raised, they would be put to the vote.
