8. Negotiations ahead of Parliaments first reading (Rule 71)

The committees responsible had decided to enter into interinstitutional negotiations pursuant to Rule 71 on the basis of the following reports:

LIBE Committee: Proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2016/399 on a Union Code on the rules governing the movement of persons across borders (COM(2021)0891 – C9-0473/2021 – 2021/0428(COD)) – Rapporteur: Sylvie Guillaume (A9-0280/2023);

IMCO Committee: Proposal for a regulation of the European Parliament and of the Council on data collection and sharing relating to short-term accommodation rental services and amending Regulation (EU) 2018/1724 (COM(2022)0571 – C9-0371/2022 – 2022/0358(COD)) – Rapporteur: Kim Van Sparrentak (A9-0270/2023);

JURI Committee: Proposed amendments to Protocol No 3 on the Statute of the Court of Justice of the European Union (07307/2022 – C9-0405/2022 – 2022/0906(COD)) – Rapporteur: Ilana Cicurel (A9-0278/2023);

ITRE Committee: Proposal for a regulation of the European Parliament and of the Council on measures to reduce the cost of deploying gigabit electronic communications networks and repealing Directive 2014/61/EU (Gigabit Infrastructure Act) (COM(2023)0094 – C9-0028/2023 – 2023/0046(COD)) – Rapporteur: Alin Mituța (A9-0275/2023).

In accordance with Rule 71(2), requests for the decisions to be put to the vote could be submitted until midnight the following day, 3 October 2023.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.
