8. Welcome

On behalf of Parliament, the President welcomed a group of representatives of the families of those taken hostage by Hamas on 7 October 2023, who had taken their seats in the distinguished visitors’ gallery.

9.1. Election of a Vice-President of Parliament (to replace Michal Šimečka) (vote)

Parliament was called upon to elect a Vice-President (to replace Michal Šimečka) (2023/2911(RSO)).

The President announced, with the consent of the nominee, that she had received the nomination of Martin Hojsík, proposed by the Renew Group.

The President noted, in accordance with Rule 15(1), that the number of nominations did not exceed the number of seats to be filled and that no request for a vote had been submitted. The candidate was therefore elected by acclamation.

The President congratulated Martin Hojsík on his election.

Pursuant to Rule 20(1), he took the place of his predecessor in the order of precedence.


9.2. Election of a Quaestor of Parliament (to replace Christophe Hansen) (vote)

Parliament was called upon to elect a Quaestor (to replace Christophe Hansen) (2021/3046(RSO)).

The President announced, with the consent of the nominee, that she had received the nomination of Isabel Wiseler-Lima, proposed by the PPE Group.

The President noted, in accordance with Rule 15(1), that the number of nominations did not exceed the number of seats to be filled and that no request for a vote had been submitted. The candidate was therefore elected by acclamation.

The President congratulated Isabel Wiseler-Lima on her election.

Pursuant to Rule 18 and Rule 17(2), Ms Wiseler-Lima took the place of her predecessor in the order of precedence.

10. Negotiations ahead of Parliament’s first reading (Rule 71) (action taken)

The decisions of the EMPL, IMCO and JURI, LIBE and FEMM committees to enter into interinstitutional negotiations had been announced on 16 October 2023 (minutes of 16.10.2023, item 8).

Since no requests for vote had been made pursuant to Rule 71(2), the committees responsible had been able to begin negotiations after the expiry of the deadline set.

18. Composition of Parliament

The competent Austrian authorities had notified the President of the election of Wolfram Pirchner to the European Parliament to replace Simone Schmiedtbauer with effect from 17 October 2023.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Wolfram Pirchner would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
