1. Resumption of the session

The session adjourned on Thursday 25 January 2024 was resumed.


2. Opening of the sitting

The sitting opened at 17:01.


3. Approval of the minutes of the previous sittings

The minutes of the sittings of 18 January 2024 and 25 January 2024 were approved.


4. Composition of Parliament

The competent French authorities had notified the President of the election of Guy Lavocat to the European Parliament to replace Stéphane Séjourné with effect from 12 January 2024.

The competent German authorities had notified the President of the election of Niels Geuking to the European Parliament to replace Helmut Geuking with effect from 5 February 2024.

Parliament took due note of their election.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Guy Lavocat and Niels Geuking would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.


5. Verification of credentials

On the basis of a unanimous proposal issued by the JURI Committee at its meeting of 24 January 2024, and in accordance with Rule 3(4), Parliament verified the credentials and confirmed the mandates of Witold Pahl and Włodzimierz Karpiński with effect from 16 November 2023, Rafał Romanowski with effect from 29 November 2023, and François Thiollet with effect from 30 November 2023.


6. Composition of political groups

Aldo Patriciello was no longer a member of the PPE Group and had joined the ID Group as of 29 January 2024.

Petros Kokkalis was no longer a member of The Left Group and had joined the Verts/ALE Group as of 31 January 2024.


7. Composition of committees and delegations

The PPE, Renew, Verts/ALE, ID and The Left groups had notified the President of the following decisions changing the composition of the committees and delegations:

In accordance with Rule 71(2), requests for the decisions to be put to the vote could be submitted until midnight the following day, 6 February 2024.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.


9. Corrigendum (Rule 241)

The committee responsible had forwarded the following corrigendum to a text adopted by Parliament:

JURI CommitteeCorrigendum (P9_TA(2020)0309(COR01)) to Regulation (EU) 2020/1784 of the European Parliament and of the Council of 25 November 2020 on the service in the Member States of judicial and extrajudicial documents in civil or commercial matters (service of documents) (recast) (OJ L 405, 2.12.2020, p. 40) (position of the European Parliament adopted at second reading on 23 November 2020 with a view to the adoption of the above regulation P9_TA(2020)0309)(09890/2/2020C9-0356/20202018/0204(COD))

This corrigendum would be deemed approved unless a request for a vote was made within 24 hours, in accordance with Rule 241(4).


10. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

On 7 February 2024, the President of Parliament, together with the President of the Council, would sign the following acts adopted under the ordinary legislative procedure:
