Expresses its solidarity with the Libyan people; believes that the European Union must help the Libyan people fulfil their ambition to establish a democratic, stable and prosperous state, in line with the commitments set out in its neighbourhood policies for the southern Mediterranean; calls for continued humanitarian, financial and political assistance from the EU and the international community to address the humanitarian situation in Libya, the plight of internally displaced persons and refugees and that of civilians facing disruption of access to basic services;14.
