European Parliament decision on setting up a temporary committee on human genetics and other new technologies in moder medicine
The European Parliament,
- having regard to Rule 150(2) of its Rules of Procedure,
- having regard to its previous resolutions on such issues,
- having regard to Opinion No 15 of 14 November 2000 of the European Group on Ethics in Science and New Technologies attached to the Commission, entitled "Ethical Aspects of Human Stem Cell Research and Use",
- having regard to the Conference of Presidents" decision of 19 October 2000 to propose that a temporary committee be set up to examine new developments in the field of human genetics and other new technologies in modern medicine,
has decided as follows:
1. A temporary committee responsible for examining new developments in the field of human genetics and other new technologies in modern medicine and for reporting on this subject shall be set up for a period of twelve months starting from the date on which this decision is adopted;
2. The temporary committee shall be responsible for:

compiling as complete an inventory as possible of new and potential developments in human genetics and of their uses, so as to provide Parliament with a detailed analysis of such developments necessary to enable it to assume its political responsibilities;

examining the ethical, legal, economic and social problems posed by such new and potential developments and by their uses;

examining and recommending to what extent the public interest requires a proactive response to such developments and uses;

providing an orientation for Parliament and the other Community institutions with regard to research in human genetics and other new technologies in modern medicine and their uses, having regard to the positions already established by resolutions of Parliament;
3. The competencies of Parliament's standing committees concerned with the monitoring and implementation of Community law on these issues shall remain unchanged, but the temporary committee may draw up recommendations or requests for further actions or initiatives to be taken;
4. The temporary committee will be composed of 36 members and 36 substitute members, whose names are listed in the annex hereto.
