European Parliament legislative resolution of 10 May 2011 on the draft Council decision on the approval, on behalf of the European Union, of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (05571/2011 – C7-0068/2011 – 2010/0389(NLE))

The European Parliament,

–  having regard to the draft Council decision (05571/2011),

–  having regard to the draft Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (05571/2011),

–  having regard to the request for consent submitted by the Council in accordance with Article 43(2) and Article 218(6), second subparagraph, point (a), of the Treaty on the Functioning of the European Union (C7-0068/2011),

–  having regard to Rules 81 and 90(8) of its Rules of Procedure,

–  having regard to the recommendation of the Committee on Fisheries (A7-0142/2011),

1.  Consents to approval of the agreement;

2.  Calls on the European Commission to actively promote the signing, ratification and implementation of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing in the context of trade agreements, Regional Fisheries Management Organisations (RFMOs), Fisheries Partnership Agreements and the Union's development policy;

3.  Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States and to the Director-General of the Food and Agriculture Organisation (FAO).
