| Proportional representation. |
|
Allocation of seats: for the purposes of the
Elections to the European Parliament, the whole territory of the Republic of
Cyprus shall constitute a single constituency.
|
| Deadline for registration: 20 May 2004,
9am-12pm. |
|
Deposit: General Inspector for Elections
elected by the Minister of Interior on 07/05/2004.
|
|
Conditions: The competent authority, upon application,
shall grant certification that the candidate has not lost the right to stand as
a candidate in the Republic or that the authorities are not aware of any such
loss of this right.
|
|
Incompatibilities: Article 16 of the Law refers to:
a) Article 7 of the Act (20.09.1976) on the election of representatives to the
European Parliament by direct universal suffrage:
- President of the Republic;
- Member of Government of a Member State;
- Member of National Government;
- Member of the European Commission;
- Judge, General Attorney or of the Court of Justice of the Court of First
Instance of the European Union;
- Ombudsman of the European Communities;
- Member of the Court of Auditors;
- Member of the European Investment Bank;
- Member of the Governing Board of the European Central Bank;
- Officer or agent in action of the European Institutions or organisations or
organs that are attached to them or to the European Central Bank.
b) Article 70 of the Constitution
- Minister;
- Member of a Communal Chamber or member of any Municipal council including a
Mayor ;
- Member of the armed or security forces of the Republic or with a ;
- Public or Municipal office or, in the case of a Representative elected by
the Turkish Community, of a religious functionary (din Adami). (Constitution,
art. 70, Appendix D, Part IV).

| Polling hours: 7 a.m. - 17 p.m. (closed
from 12-13h) |
| The count begins: Immediately after the
polls close. |
| Final results: According to the Council
Decision of 25 June 2002 and 23 September 2002, a Member State cannot
officially give out any result of the election before the polls have closed in
the Member State whose voters have voted last. Nevertheless, according to the
Elections Service of the Ministry of Interior, the final results can be ready
by 22 h CET. |
| Right to vote: all citizens of the
Republic, and all citizens of another Member State residing in the Republic,
who on the reference date are at least 18 years of age and had their habitual
residence in the Republic for a period of at least six months immediately prior
to the date of acquisition of voting rights. Voters and Community voters shall
be entered on the respective electoral rolls by virtue of a special application
form. |
| Voting is compulsory but
without penalties in case of failure to vote. |

Voting by post: No.
|
| Right to stand for election: citizens
of the Republic and nationals of other Member States who have not been deprived
of their right to vote on the reference date and a) have reached 25 years of
age, b) have not been convicted of a serious offence or moral obscenity, and
have not been deprived of the right to stand as a candidate under a court
decision as a result of any electoral offence, c) do not suffer from any mental
disease rendering them incapable of fulfilling their duties as members of the
European Parliament. |
| Funding: For national elections an
amount of £600.000 is distributed among the political parties. The amount for
the European elections is not definitely fixed yet but a similar amount may be
offered. |
| Official campaign starting date:
Campaigns can start any time but officially after the deadline for registration
of candidates on the 20 May 2004. |
