The Fifth Ordinary Plenary Session of the Euro-Latin American Parliamentary Assembly (EuroLat) was held in Montevideo, Uruguay from 17-19 May 2011.

The EuroLat Assembly constitutes the parliamentary branch of the EU-LAC Bi-regional Strategic Association. Established in November 2006 following the decision of the Heads of State and Governments of the European Union, Latin America and the Caribbean at the Vienna Summit, the political and institutional foundations of the Assembly were more recently reinforced at the EU-LAC Summits in Lima and Madrid.

The Assembly's main objective was to progress towards meeting the challenges and opportunities on both sides of the Atlantic and, in particular, to follow-up on those mentioned in the Madrid Action Plan, decided by the EU-LAC Summit of Heads of State and Government in Madrid on 18 May 2010. This plenary session, for the first time, included a meeting of the Euro-Latin American Women's Forum.

The three motions for resolutions presented by the 3 Standing Committees were voted and adopted. The meeting was then adjourned to allow the LAC component to discuss and vote the make up of their side in the Assembly's Executive Bureau, every effort to select a suitable candidate as Co-President having previously failed. Finally, Ms Gloria Oceli, Central American Parliament, was elected as LAC Co-President for the next two years. Seven other LAC Co-Vice Presidents were also elected, as was Mr Andres Perello, from the European side in replacement of Mr Ricardo Cortes.

The Closing Ceremony then took place with the participation of the Mayor of Montevideo, the President of the Mercosur Parliament and the two EuroLat Co-Presidents.
