Citizens: fundamental rights, security and justice

EU citizens enjoy the right to travel, live and work freely across the Union, supported by a legal and institutional framework that continues to evolve. The Charter of Fundamental Rights consolidates individual rights under key principles such as human dignity, fundamental freedoms, equality, solidarity, citizens’ rights, and justice. The Union promotes and protects fundamental rights, the rule of law, and democratic values, including in the areas of justice and home affairs, immigration and asylum, and gender equality. Citizens have the right to petition the European Parliament and to participate directly in EU law-making through the European Citizens’ Initiative. Legal and constitutional affairs play a central role in ensuring that EU legislation respects these rights and complies with the Treaties. The Lisbon Treaty strengthened democratic accountability in the areas of freedom, security and justice, and expanded the role of national parliaments and the Court of Justice of the EU. Cultural and educational policies also contribute to promoting shared values and fundamental rights across the Union.
