Webinar: Democratic oversight of the UK-EU Trade and Cooperation Agreement, Tuesday, 16 February 2021

The European Parliament Liaison Offices in Ireland and the United Kingdom are pleased to invite you to a webinar that will discuss the ‘Democratic oversight of the UK-EU Trade and Cooperation Agreement’ on Tuesday 16 February 2021 at 12.30 GMT (13.30 CET) with the participation of MEPs Frances Fitzgerald and Danuta Hübner.  Prior registration is essential.

As the European Parliament continues to examine the text of the UK-EU Trade and Cooperation Agreement ahead of its consent vote, this event will examine the governance arrangements for the agreement, which is one of the areas MEPs are expressing concerns about. Implementation and application of the Agreement will be the responsibility of the Partnership Council composed of representatives of the EU and the UK, and will be co-chaired by a member of the European Commission and a representative of the UK government at ministerial level.

But how will the Partnership Council be held to democratic account? The Agreement provides that the European Parliament and the UK Parliament may establish a Parliamentary Partnership Assembly consisting of Members of both parliaments, as a forum to exchange views on the partnership.  What role should this Assembly have? How can parliaments ensure the democratic oversight of the governance mechanisms of the treaty? To take the obvious topical example: should parliaments be consulted as part of any process to trigger Article 16 of the Northern Ireland protocol?
