European integrated framework for climate resilience (legislative measures)

In its work programme for 2026, the European Commission announced an European integrated framework for climate resilience, which should include legally binding measures that enhance the EU’s resilience and preparedness in responding to climate-related risks and challenges.
On 1 December 2025, the Commission launched a public consultation with a view to adopting a proposal for a regulation on EU climate resilience and risk management. The consultation period ends on 23 February 2026.
The proposal will be published in the fourth quarter of 2026.
