Proposal for a regulation amending the EU Batteries Regulation and the EU Industrial Emissions Portal Regulation as regards simplification and reduction of administrative burden
In “A new plan for Europe's sustainable prosperity and competitiveness”
As part of its commitment to improve the EU's regulatory environment and reduce burdens on industry, in line with the Draghi report on the future of EU competitiveness, the European Commission tabled on 10 December 2025 its eight omnibus package, aimed at simplifying EU rules in the area of environment.
The environmental omnibus package, composed of six legislative proposals, targets legislation related to the circular economy, the operation of industrial installations, the management of geospatial data, and environmental permitting.
This specific proposal for a regulation includes targeted amendments to:
- The EU Regulation concerning batteries and waste batteries (Regulation (EU) 2023/1542);
- The EU Regulation on reporting of environmental data from industrial installations, establishing an Industrial Emissions Portal (Regulation (EU) 2024/1244).
Proposed amendments to the Batteries Regulation include amending producer definition for distance contracts; adding a definition for substances of very high concern for labelling; excluding LMT battery packs from removability and replaceability requirements; and allowing for more flexible data reviewing. As regards the Industrial Emissions Portal, it is proposed to exempt livestock and aquaculture operators from reporting on water, energy and materials use. Furthermore, Member States could exempt such operators from reporting on off-site transfers of waste, off-site transfers of pollutants in wastewater, production volume and number of operating hours, provided that this information can be gathered by other means.
In Parliament, the Committee on the Environment, Climate and Food Safety (ENVI) is responsible for the file. On 19 January 2026, the ENVI committee had an exchange of views on the environmental omnibus package with the Environment Commissioner Jessika Roswall. Susana Solis Pérez (EPP, Spain) has been appointed rapporteur.
