Quantum Act
In “A new plan for Europe's sustainable prosperity and competitiveness”
The Commission work programme 2026 includes a legislative initiative on a quantum act, to be released during the second quarter of 2026.
Following the Quantum declaration signed by Member States in 2023, and the Quantum Europe strategy adopted in July 2025, the proposed quantum act would deliver on the priorities identified in the strategy to underpin Europe's ambition to become one of the global leader in quantum.
It is expected to focus on three complementary dimensions: a) coordinating the relevant research and innovation investments across the Member States, b) improving the EU industrial capacity in designing and producing quantum technologies ,c) ensuring the security and resilience of quantum supply chains.
Its indicative legal basis is Article 173, Article 180 and Article 184 TFEU.
