2030 Consumer Agenda

In its 2025 Work Programme, the Commission announced a Consumer Agenda for the period 2025 to 2030, to include "an action plan for consumers in the Single Market". To gather views, it opened a call for evidence and a public consultation on 19 May 2025, both of which ran until 31 August 2025. 187 responses were received to the call for evidence, and 223 to the public consultation.

The 2030 Consumer Agenda was adopted on 19 November 2025. In it, the Commission sets out four key areas for policy action up to 2030, as follows:

  • An Action plan for consumers in the single market to address barriers preventing consumers from fully leveraging the benefit of the Single Market.
  • Digital fairness and consumer protection online to strengthen the protection of consumers, especially children, in the digital environment. In this regard, the Commission outlines its plan to adopt a Digital Fairness Act in Q4 2026, as previously announced in the 2026 Commission Work Programme.
  • Sustainable consumption to ensure consumers have access to sustainable products and services and better protect them against greenwashing.
  • Effective enforcement and redress to protect consumers from market players who do not respect the rules and shield compliant businesses from unfair competition. Here, the Commission promises a legislative proposal for revision of the Consumer Protection Cooperation Regulation in Q4 2026.

The 2030 Consumer Agenda follows on from the 2020-2025 consumer agenda, adopted by the Commission in November 2020.

Commissioner McGrath presented the 2030 Consumer Agenda to the IMCO Committee on 3 December 2025 and to plenary on 17 December 2025.
