Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. J’ai voté en faveur de ce rapport, dont l’objet est l’harmonisation des systèmes de sécurité sociale dans l’Union. À partir du moment où l’on autorise la circulation (encadrée) des travailleurs dans le marché unique, une telle harmonisation est indispensable pour éviter que le choix du système de sécurité sociale ne se fasse « à la carte » en prenant les conditions les plus favorables. Ce rapport va en outre dans le sens d’une harmonisation par le haut, ce qui est indispensable: l’Union doit améliorer le sort de tous et non pas niveler les droits sociaux par le bas. C’est pourquoi j’ai voté pour.

J’ai voté en faveur de ce rapport, qui vise à renforcer l’efficacité du Corps européen de garde-frontières et de garde-côtes, plus connu sous le nom de Frontex. Il propose en particulier de porter les effectifs de Frontex à 10 000 agents, mobilisables auprès des États membres qui en feraient la demande. Le Rassemblement National, une fois de plus, a voté contre ce texte alors que c’est la pierre angulaire de la gestion des frontières de l’UE. Au fond, on les comprend bien : régler le problème tuerait leur fonds de commerce.

J’ai voté en faveur de ce rapport, qui établit les règles du prochain programme européen de soutien à la R&D sur la période 2021-2027. Le Parlement européen a voté en faveur d’une enveloppe budgétaire nettement plus ambitieuse que la proposition de la Commission européenne (120 milliards d’euros au lieu de 94). L’Union européenne dépense actuellement en R&D un peu plus de 2 % de son PIB, ce qui est nettement moins que la Corée du Sud (4,23 %), les États-Unis (2,79 %) ou le Japon (3,29 %). Chacun sait que la recherche et l’innovation sont de plus en plus fondamentales pour maintenir une économie performante. Dans un contexte budgétaire restreint, afin d’atteindre l’objectif de 3 %, il est indispensable de mutualiser nos efforts plutôt que de faire 28 fois les mêmes recherches chacun dans notre coin. J’ai donc voté en faveur de ce programme ambitieux.
