Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Eurojust-Denmark Agreement on judicial cooperation in criminal matters (A8-0192/2019 - Claude Moraes) HR

,,Lisabonizacijom” Eurojusta na snagu stupa Uredba (EU) 2018/1727 o Agenciji Europske unije za suradnju u kaznenom pravosuđu te je zbog toga potreban sporazum o suradnji u kaznenom pravosuđu između Eurojusta i Danske. Uredba stupa na snagu u prosincu 2019.
Budući da Danska ima poseban status u području kaznenog pravosuđa nakon Lisabona, ona neće sudjelovati u Uredbi niti će ona biti obvezujuća za nju. No, Danska želi i dalje sudjelovati u aktivnostima Eurojusta te je zbog toga potreban sporazum između dviju stranaka. Stoga će Danska imati status koji se primjenjuje na odnos zemlje članice i treće zemlje.
Sam sporazum je važan jer se njime, osim daljnjeg sudjelovanja Danske u Eurojustu, jamči i njeno sudjelovanje u nekoliko instrumenata u okviru nekadašnjeg trećeg stupa, sudjelovanje u financiranju Eurojusta te očuvanje zajedničkog područja pravosuđa i unutarnjih poslova EU-a. Zajedničko nadzorno tijelo Eurojusta je u ožujku 2019. dalo pozitivno mišljenje o odredbama Sporazuma koje se odnose na zaštitu podataka. Danska će primjenjivati Direktivu (EU) 2016/680 Europskog parlamenta i Vijeća u pogledu osobnih podataka koji se razmjenjuju u skladu sa Sporazumom, prihvatiti posebne odredbe o zaštiti podataka te prepoznati važnu ulogu Europskog nadzornika za zaštitu podataka.
U skladu sa svime navedenim, podržavam ovo izvješće.

CO2 emission performance standards for new heavy-duty vehicles (A8-0354/2018 - Bas Eickhout) HR

Unija i njezine članice su se Pariškim sporazumom obvezale na ograničenje porasta globalne temperature na razinu manju od 2°C iznad predindustrijskih razina i poduzimanje napora za ograničenje porasta temperature na 1,5°C u odnosu na predindustrijske razine. Emisije iz prometnog sektora su u porastu te je taj isti sektor 2016. bio odgovoran za 25 % ukupnih emisija stakleničkih plinova u Uniji.
Utvrđivanjem zahtjeva u pogledu vrijednosti emisija za nova teška vozila bi se mogle smanjiti emisije CO2. Time bi se pridonijelo smanjenju emisija stakleničkih plinova i ublažavanju klimatskih promjena, ali bi se istovremeno ostvarile uštede goriva, zadržala visoka razina inovacija i tehnološkog vodstva za proizvođače teških vozila u Uniji i ostvarila poboljšanja po pitanju kvalitete zraka. U skladu s Uredbom 2017/2400 i Uredbom 2018/956, ova Uredba je najvažniji zakonodavni akt za utvrđivanje zahtjeva u pogledu vrijednosti emisija CO2 za nova teška vozila.
Izvjestitelj se slaže s Komisijinim pristupom kojim se daje prednost uvođenju zahtjeva u pogledu vrijednosti emisija za vozila koja uzrokuju najviše onečišćenja. Izvjestitelj također smatra da je postavljanje odgovarajuće razine ambicije emisije CO2 teških vozila ključno kako bi se proizvođačima poslala poruka o potrebi ulaganja u tehnologije kojima se smanjuju emisije.
U skladu sa svime navedenim, podržavam ovo izvješće.

Promotion of clean and energy-efficient road transport vehicles (A8-0321/2018 - Andrzej Grzyb) HR

Cilj Prijedloga direktive o izmjeni Direktive 2009/33/EZ o promicanju čistih i energetski učinkovitih vozila u cestovnom prijevozu, postavljanjem minimalnih ciljeva javne nabave za čista vozila, jest promicanje čistog prijevoza, poticanje novih i čistih tehnologija i dugoročno smanjenje emisija onečišćivača zraka i CO2.
Izmijenjenom Direktivom trebalo bi se isto tako doprinijeti uspostavi infrastrukture za alternativna goriva, kao i sukladnosti vozila sa zahtjevima najnovijih standarda u području. Ovom direktivom nameću se minimalni ciljevi javne nabave za laka i teška vozila, što će iziskivati dodatna financijska sredstva za javne naručitelje i naručitelje emisija onečišćivača zraka i stakleničkih plinova. Kroz direktivu se također potiče potražnja za čistim vozilima u cestovnom prijevozu. Međutim, proizvođače iz EU-a isto tako treba zaštititi od nepoštene konkurencije. Stoga je potrebno da se vozila za cestovni prijevoz, koja proizvode proizvođači sa sjedištem u trećim zemljama u kojima proizvođači iz EU-a nemaju pristup javnoj nabavi za kupnju, leasing, unajmljivanje ili najam s pravom otkupa, ne računaju kao postizanje minimalnih ciljeva javne nabave.
U skladu sa svime navedenim, podržavam ovo izvješće.
