Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Eurojust-Denmark Agreement on judicial cooperation in criminal matters (A8-0192/2019 - Claude Moraes) HR

Sporazum o suradnji u kaznenom pravosuđu između Eurojusta i Danske potreban je s obzirom na „lisabonizaciju” Eurojusta kojom se Odluka Vijeća 2002/187/PUP stavlja izvan snage i zamjenjuje Uredbom (EU) 2018/1727 Europskog parlamenta i Vijeća od 14. studenoga 2018. o Agenciji Europske unije za suradnju u kaznenom pravosuđu (Eurojust).
Danska je izrazila želju za daljnjim sudjelovanjem u aktivnostima Eurojusta te će imati status koji se primjenjuje na odnos države članice i treće zemlje. Sporazum s Danskom je važan kako bi se zajamčilo daljnje sudjelovanje Danske u strukturi Eurojusta, sudjelovanje u schengenskom prostoru, financiranju Eurojusta, očuvanju zajedničkog područja pravosuđa i unutarnjih poslova EU-a te primjena nadležnosti Europskog nadzornika za zaštitu podataka i Suda te iz toga razloga podržavam ovaj Sporazum.
Važno je napomenuti da je zajedničko nadzorno tijelo Eurojusta dalo 28. ožujka 2019. pozitivno mišljenje o odredbama Sporazuma koje se odnose na zaštitu podataka. Danska će primjenjivati Direktivu (EU) 2016/680 Europskog parlamenta i Vijeća u pogledu osobnih podataka koji se razmjenjuju u skladu sa Sporazumom, prihvatiti posebne odredbe o zaštiti podataka i priznati važnu ulogu Europskog nadzornika za zaštitu podataka.

Coordination of social security systems (A8-0386/2018 - Guillaume Balas) HR

Oko 14 milijuna stanovnika EU-a (mobilni radnici, nezaposleni i ekonomski neaktivni građani) ne žive u svojoj domovini. Kako bi im se osigurale socijalne i zdravstvene koristi na koje imaju pravo, nužna je koordinacija između sustava socijalne sigurnosti država članica. Međutim, postojeći propisi više ne odražavaju promjene nacionalnih sustava socijalne sigurnosti i sudske prakse Europskog suda pravde.
Prijedlog Europske komisije iz prosinca 2016. teži uspostaviti koherentan režim za koordinaciju naknada za dugoročnu skrb i pojasniti pristup ekonomski neaktivnih građana socijalnim koristima. Predlaže nove aranžmane za koordinaciju naknada za nezaposlene kako bi se poboljšalo traženje posla te odredbe za koordinaciju obiteljskih naknada, kao što su naknade za roditeljski dopust. Prijedlog također nastoji ojačati administrativna pravila o koordinaciji socijalne sigurnosti za upućene radnike. Međutim, ne namjerava se mijenjati postojeća pravila o izvozu dječjih naknada, unatoč zahtjevima nekoliko dionika.
Upravo zbog ovog posljednjeg glasovala sam za odgodu donošenja ovoga akta jer je loš, a posebno u dijelu dječjih doplataka jer hrvatske radnike i njihovu djecu u drugim državama članicama dovodi u diskriminirajući položaj.

CO2 emission performance standards for new heavy-duty vehicles (A8-0354/2018 - Bas Eickhout) HR

Podupirem Prijedlog uredbe Europskog parlamenta i Vijeća o utvrđivanju emisijskih normi CO2 za nova teška vozila jer je jedan od ciljeva klimatskog i energetskog okvira EU-a do 2030. smanjivanje emisija stakleničkih plinova unutar EU-a od najmanje 40 % u usporedbi s razinama iz 1990. Ako se taj plan želi u potpunosti ispuniti, uz izbjegavanje troškova i ozbiljnih učinaka klimatskih promjena, svi sektori moraju dati doprinos te ovaj prijedlog upravo to adresira.
Sektor cestovnog prometa od ključne je važnosti za smanjivanje emisija stakleničkih plinova i dekarbonizaciju gospodarstva EU-a. Laka vozila već su uključena u ograničavanje emisija, a 2017. predloženo je zakonodavstvo kojim bi se s time nastavilo i nakon 2020. Sam prijedlog je u skladu s angažmanom Unije na globalnoj razini radi ostvarivanja ambicioznih klimatskih ciljeva iz sporazuma sklopljenog u Parizu na 21. zasjedanju Konferencije stranaka UN-a (COP21).
Budući da se njime rješavaju pitanja koja se odnose na vodeći tehnološki i inovacijski položaj automobilske industrije EU-a, prijedlog je u skladu s Obnovljenom strategijom industrijske politike, u kojoj se ističe da je moderna i konkurentna automobilska industrija ključna za gospodarstvo EU-a. Nadalje, poticanjem uvođenja novih tehnologija za uštedu goriva, prijedlog pridonosi ostvarivanju ciljeva Unije u pogledu otvaranja radnih mjesta i rasta.
