Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Con soddisfazione il programma Europa Creativa proseguirà rafforzato, per il periodo 2021-2027, a promuovere e salvaguardare la diversità linguistica e culturale europea e a rafforzare la competitività dei settori culturali e creativi.
Il programma quadro a sostegno della cultura e la creatività europee ha mantenuto la sua struttura suddivisa in due sotto programmi: cultura e media, e la sezione transettoriale.
Progetti di cooperazione transnazionale; reti di supporto ai settori culturali e creativi; traduzioni di opere letterarie; piattaforme di operatori culturali; fondi per coproduzioni di film, fiction, documentari; film per bambini; sottotitolaggio e doppiaggio; videogiochi interattivi, festival cinematografici; così come le capitali europee della cultura, il marchio del patrimonio europeo, i premi europei per letteratura, architettura, tutela del patrimonio, cinema e musica: tutto questo è Europa Creativa, vera specificità europea!
Per evitare che troppi progetti continuino a non poter essere realizzati per mancanza di fondi, sostengo che va raddoppiata la dotazione di bilancio, coerentemente con la relazione intermedia sul Quadro finanziario Pluriennale.
Altrettanto importante, che il programma, nel prossimo settennio, garantisca una maggiore accessibilità a beni e servizi culturali, affinché cultura, libri, film e tutti gli strumenti privilegiati per contribuire all'inclusione sociale siano concretamente accessibile a tutti i cittadini europei.

'Erasmus': the Union programme for education, training, youth and sport (A8-0111/2019 - Milan Zver) IT

Erasmus+ è il programma di mobilità dell'UE per l'istruzione, la formazione, la gioventù e lo sport in Europa: è uno dei programmi in assoluto di maggior successo e deve continuare a crescere. In trent'anni, 9 milioni di persone hanno beneficiato delle opportunità di apprendimento e mobilità che offre: può raggiungere 12 milioni nel 2021-2027.
Per questo motivo ho sostenuto, sia in commissione CULT che in Plenaria, il nuovo testo che prevede di triplicarne il bilancio, rendendo il nuovo Erasmus+ più inclusivo e più accessibile. Tutti i cittadini europei devono, infatti, poter disporre delle stesse opportunità, comprese le persone con disabilità e bisogni speciali.
Il nuovo programma Erasmus+ mantiene opportunamente la struttura articolata in tre settori: istruzione e formazione, gioventù, sport, ognuno strutturato in tre azioni chiave: mobilità ai fini dell'apprendimento; cooperazione tra organizzazioni e istituti; sostegno allo sviluppo delle politiche e alla cooperazione.
Le "nuove azioni Erasmus" offrono anche al personale della scuola dell'infanzia, agli atleti e agli allenatori la possibilità di partecipare a programmi di mobilità. Anche gli scambi per gli allievi della formazione professionale diventano prioritari e disporranno di un bilancio più consistente.

Il testo presentato in Aula propone di abolire il doppio passaggio dall'ora solare a quella legale, passaggio per il quale l'orario di tutta l'Europa viene spostato un'ora avanti e indietro, per utilizzare al meglio le ore di luce.
L'iniziale proposta della Commissione europea prevedeva l'abolizione tout court dell'ora legale già a partire da quest'anno; in seduta plenaria il Parlamento ha votato per il rinvio al 2021.
Io e altri colleghi della delegazione PD, e non solo, ci siamo fermamente opposti al cambiamento. Il cambio delle lancette due volte l'anno non solo porta ai cittadini grandi benefici – tra cui risparmio energetico e la possibilità di godere di giornate più lunghe – ma la sua abolizione, come previsto dalla situazione attuale, potrebbe creare una situazione di difficile gestione tra gli Stati membri, perché potrebbero decidere ciascuno autonomamente se scegliere tra ora solare e ora legale, con gli inimmaginabili riflessi negativi per trasporti, commercio e servizi.
