Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Questa risoluzione denuncia la debolezza dell’approccio adottato dalla Commissione europea e dagli Stati membri per porre rimedio agli effetti nefasti sollevati dallo scandalo Dieselgate.
Sia il Parlamento sia i cittadini europei sono ancora in attesa di una risposta esaustiva alle domande sollevate dalla Commissione d’inchiesta sullo scandalo delle emissioni nel settore automobilistico (EMIS).
Vi sono gravi responsabilità della Commissione e degli Stati membri a cui occorre, con urgenza, porre rimedio. Ribadiamo quindi con forza la necessità di un impegno corale, che coinvolga Unione europea, Stati membri e case automobilistiche per rendere meno inquinante il parco veicoli esistente.

Il regolamento sugli standard di emissione per la CO2 di auto e furgoni stimolerà la decarbonizzazione dei trasporti contribuendo alla realizzazione dell'Accordo di Parigi sul clima. Certamente sarebbe stato auspicabile un maggiore livello di ambizione, tuttavia è stato raggiunto un buon compromesso che prevede benefici sia sul piano dell'ambiente sia sul piano della salute.
Vi saranno inoltre dei vantaggi per i cittadini e i consumatori, come conseguenza della diffusione di veicoli più efficienti. Il regolamento è complementare alle misure nazionali già adottate a favore della mobilità elettrica (c.d. "ecobonus") e certamente inciderà sulle scelte future dei costruttori con riferimento alla produzione di auto e furgoni a basse o zero emissioni.

Esprimo apprezzamento per l'ottimo lavoro fatto dalla collega Laura Agea che è riuscita a rendere ancora più ampia la portata della tutela per i lavoratori, contro i rischi da esposizione ad agenti cancerogeni, che mira a garantire questa proposta di direttiva. Si tratta di una normativa particolarmente tecnica ma con ricadute di estrema importanza sulla salute dei lavoratori. Il mio voto è a favore della relazione.
