Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. La risoluzione delle controversie commerciali è ancora molto lenta nell'UE. La Banca Mondiale stima che in un certo numero di Stati membri, potrebbero essere necessari fino a 3-4 anni per far rispettare un contratto commerciale.
L'obiettivo principale di questa relazione, che sostengo, è di introdurre una procedura civile europea accelerata al fine di fornire alle società europee la possibilità di raggiungere una risoluzione delle controversie commerciali entro un lasso di tempo ragionevole.
Condividiamo l'obiettivo di sostenere una soluzione più opportuna delle controversie commerciali, purché siano introdotte misure di salvaguardia adeguate per le parti più deboli.
Allo stesso tempo, vedo come esito positivo che lavoratori e consumatori non saranno interessati da questa nuova procedura e che riguardano solo contratti puramente commerciali, insieme a maggiori garanzie per le PMI, che potrebbero trovarsi in una posizione più debole in questi procedimenti.

L'agricoltura sta diventando un'attività sempre più complessa a livello mondiale. Ad esempio, il settore dovrà affrontare l'impatto dei cambiamenti climatici e le sfide ambientali e della biodiversità ad esso associate, come il suolo e la qualità delle acque. Gli agricoltori dell'UE devono anche affrontare gli elevati standard di produzione e il numero crescente di requisiti, richieste della società e procedure amministrative.
L'agricoltura è uno dei settori chiave in cui le applicazioni tecnologiche basate sullo spazio apportano un valore aggiunto, che è anche il motivo per cui sostengo pienamente questa relazione. L'agricoltura di precisione, la tecnologia utilizzata per prendere decisioni agricole più precise, misurate e adeguate, i sistemi di navigazione satellitare e i sistemi di osservazione della Terra fanno attualmente parte di numerose aziende agricole dell'UE e presto faranno parte dell'intero settore agricolo dell'UE.
Oggi circa il 10% del PIL dell'UE (oltre € 1.100 miliardi) è attivato dai segnali di navigazione satellitare. L'industria spaziale europea impiega oltre 230 000 professionisti e il suo fatturato è stato stimato tra i 46 e i 54 miliardi di euro nel 2014. Dobbiamo continuare a sostenerla e a incrementare la nostra capacità gestionale dei processi che fanno uso di queste tecnologie.

Per stimolare l'innovazione, affrontare la frammentazione del mercato a condizioni eque ed equilibrate e ottenere la fiducia dei consumatori, l'Unione europea, gli Stati membri e il settore privato devono realizzare investimenti sostanziali in infrastrutture e competenze digitali.
Il nuovo programma "Europa digitale" può essere uno strumento efficace per sostenere questa trasformazione digitale, soprattutto se integrato con altri programmi dell'Unione europea. Penso ad esempio al programma Orizzonte Europa, che sostiene la ricerca e lo sviluppo di nuove tecnologie, o ai fondi FESR, sostenendo tra l'altro l'introduzione di soluzioni digitali, compresa la cybersicurezza.
Ho votato quindi a favore della relazione, ma vorrei sottolineare che andranno sostenuti attentamente alcuni obiettivi che rappresentano valori europei da sostenere nell'ambito del programma, in particolare la necessità del suo contributo all'uguaglianza sociale, comprese le persone con disabilità, data la loro sproporzionata sottorappresentanza nel settore delle TIC, il principio della parità di genere e i diritti delle donne.
