Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Reports - as shadow rapporteur

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Gradual roll-out of Eudamed, information obligation in case of interruption of supply and the transitional provisions for certain in vitro diagnostic medical devices (C9-0010/2024)

I supported this proposal as it tackles two urgent issues. First, it further extends the transitional period for certain in vitro diagnostic devices (IVDs) to prevent shortages, while second, it allows for a phased implementation of electronic systems within the European database on medical devices (Eudamed), instead of waiting until all modules are complete. While this addresses immediate shortages, I anticipate a more comprehensive proposal from the Commission in the next mandate.

Interinstitutional Body for Ethical Standards (A9-0181/2024 - Daniel Freund)

I voted in favour of this report, proposing the creation of an Independent Ethics Body with investigative powers to enhance transparency and integrity across EU institutions. It would focus on proactive guidance and investigations into conflicts of interest, particularly involving Commissioners, MEPs, and staff, with responsibilities such as initiating investigations, advising on ethics rules, collaborating with other EU bodies and national authorities, and providing guidance to promote compliance and integrity.

I voted in favour of this report, which introduces the necessary changes to the 2024 budget stemming from the revision of the multiannual financial framework (MFF) adopted on 29 February 2024. In order to reflect the impact of the MFF revision on the 2024 financial year, this report covers, inter alia, the elements linked to the Ukraine Facility and STEP.
