Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Ta akt predstavlja temeljno priložnost za Evropo, da postane globalni voditelj v proizvodnji inovativnih, trajnostnih izdelkov. Z vzpostavitvijo spodbud za raziskave, inovacije in naložbe v neto ničelne tehnologije bomo ustvarili tako delovna mesta in gospodarsko rast ter ohranili konkurenčnost EU kot zmanjšali naš vpliv na okolje.
Še posebej me veseli, da so med neto ničelne tehnologije po tem aktu uvrščene tudi tehnologije jedrske cepitve in fuzijske energije, vključno s tehnologijami jedrskega gorivnega cikla. Jedrska energija, kot del neto ničelnih tehnologij, ima potencial, da igra ključno vlogo pri našem prehodu v trajnostno prihodnost.
Njena visoka energetska učinkovitost in nizke emisije ogljika jo uvrščajo med najčistejše vire energije. Poleg tega lahko zagotavlja zanesljivo oskrbo z energijo brez odvisnosti od vremenskih pogojev, kar je ključnega pomena za stabilnost energetskega sistema.
Vključitev jedrske energije v okvir neto ničelnih tehnologij bo omogočila, da izkoristimo njen potencial za zmanjšanje emisij ogljika v industriji, prometu in drugih sektorjih, ki se težje dekarbonizirajo. Spodbujajo se inovacije in raziskave v jedrski tehnologiji, kar bo omogočilo učinkovitejše in varnejše rešitve.
Ker verjamem, da bo akt o neto ničelni industriji spodbujal sodelovanje med podjetji, akademskimi institucijami in javnim sektorjem ter zagotovil učinkovit prenos znanja in tehnologij v prakso, sem glasoval za.

Schengen Borders Code (A9-0280/2023 - Sylvie Guillaume) SL

Spremembe Schengenskega zakonika vzpostavljajo nov mehanizem usklajevanja za obravnave nevarnosti za zdravje, opredeljujejo se primeri instrumentalizacije, vzpostavlja se nov zaščitni mehanizem v primeru skupnih groženj, ki dovoljuje ponovno uvedbo kontrol na notranjih mejah.
Prav tako se vzpostavljajo nova postopkovna jamstva za ponovno uvedbo kontrol na notranjih mejah, spodbuja pa se tudi nov mehanizem za obravnavanje nedovoljenih gibanj znotraj schengenskega območja.
Glede prehajanja zunanjih meja se dodaja nova določba o ukrepih za ohranjanje varnosti, javnega reda in miru v primeru, da večje število migrantov poskuša nedovoljeno prestopiti zunanjo mejo, množično in s silo. Omogočeno bo tudi zaprtje mejnih prehodov v primeru instrumentalizacije migrantov.
Kot odziv na izkušnje iz pandemije COVID-19, je bila dodana nova določba, ki obravnava omejitve potovanj v EU v nujnih zdravstvenih primerih. Vzpostavljena so bila nova skupna pravila na zunanjih mejah v primeru izrednih razmer na področju javnega zdravja, z določeno mero prožnosti za države članice, da po potrebi uporabijo strožja pravila. Opredeljuje se tudi "izredna nevarnost javnega zdravja velikega obsega".
Krepijo se tudi določbe glede izvajanja policijskih ali drugih kontrol v notranjosti države, zlasti z namenom zmanjšanja nezakonitih migracij. Krepijo se tudi postopki za hitro predajo državljanov tretjih držav v državo članico, iz katere prihajajo.

Improving working conditions in platform work (A9-0301/2022 - Elisabetta Gualmini) SL

S to uredbo se prvič vzpostavlja celovit pravni okvir za zaščito delovnih pogojev za delavce na platformah, povečuje se preglednost uporabe algoritemskega upravljanja pri spremljanju in odločanju ter obravnavati vprašanje dela na črno v sektorju platform.
Uvaja se tudi izpodbojna domneva o delovnem razmerju z obrnjenim dokaznim bremenom, kar v veliki meri odraža samoiniciativno poročilo Parlamenta iz septembra 2021. Ključni element za sprožitev domneve je stopnja nadzora in podrejenosti, ki označuje pogodbeno razmerje.
V ta namen predlog Komisije določa seznam petih meril, od katerih morata biti izpolnjeni vsaj dve, da se sproži domneva. Uredba prepušča državam članicam, da se odločijo, kako sprožiti uporabo domneve v skladu z nacionalno zakonodajo, praksami ali kolektivnimi pogodbami.
Ko digitalna delovna platforma ovrže domnevo, mora platforma dokazati, da delovno razmerje ne obstaja. Poleg tega so davčni in kazenski postopki ter postopki socialne varnosti izvzeti iz uporabe domneve.
