Main parliamentary activities

Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Reports - as shadow rapporteur

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

. – La grave situación de sobreexplotación de los recursos pesqueros en el Mediterráneo nos aboca a tomar medidas para hacer las reformas necesarias y garantizar el futuro de nuestros recursos y de nuestras pesquerías. La propuesta de Reglamento para un plan de gestión multianual de demersales en el Mediterráneo Occidental fue presentada por la Comisión Europea en marzo del 2018, una fecha tardía que ha acelerado la negociación entre el Parlamento y el Consejo y, por lo tanto, con escasa posibilidad para evaluar la idoneidad de las propuestas de la Comisión así como el impacto socio-económico a corto plazo de la propuesta. Los planes de gestión adoptados anteriormente para otras cuencas marinas dotaron de más tiempo para su elaboración. Lo ideal hubiera sido continuar la tramitación de este importante Reglamento durante los primeros meses de la próxima legislatura. En consecuencia, nos abstuvimos en la votación del acuerdo.

Tax treatment of pension products, including the pan-European Personal Pension Product (A8-0481/2018 - Sophia in 't Veld) ES

. – El Reglamento no tiene ningún impacto en el sistema impositivo de un Estado miembro, ni supone algún tipo de arreglo beneficioso para evadir impuestos. La competencia de imponer impuestos es exclusiva de los Estados miembros, por lo que este Reglamento no puede cambiar dicha competencia de ninguna manera. Tampoco afecta, de ninguna manera, al primer pilar (pensiones públicas) ni al segundo pilar (pensiones laborales). El PEPP es complementario, voluntario y un producto de pensiones individuales en el llamado tercer pilar. El Reglamento solo regula un mercado ya existente, y ofrece una protección al consumidor extensiva. Entre otras cosas, establece normas, información y consejos para proceder por parte de las aseguradoras, el derecho a cambiar de proveedor si el cliente lo requiere, cuotas que no superen el 1 % de la prestación, la autorización por parte de las autoridades nacionales competentes, así como la supervisión e intervención de la Autoridad Europea de Seguros y de Pensiones de Jubilación (AESPJ). Además, el consumidor podrá seguir contribuyendo a su plan aunque se desplace a otro Estado miembro. Es por ello que hemos votado a favor.

Use of cannabis for medicinal purposes (B8-0071/2019) ES

He votado a favor de la propuesta de Resolución sobre el uso del cannabis para fines medicinales dada la extensa bibliografía científica existente que confirma los beneficios terapéuticos y analgésicos en el manejo de algunas enfermedades. Para ello necesitamos una definición jurídica clara y armonizada del cannabis medicinal e impulsar la actividad investigadora.
En relación al cannabis de uso recreativo, discutido a través de distintas enmiendas, me gustaría destacar que su regularización, acompañada de medidas de educación para evitar la toxicomanía, podría ayudar a evitar las mafias de distribución de cannabis en el mercado negro y delitos de blanqueo de capitales. El incremento del componente THC sin control en el cannabis consumido hace preferible el control público.
