Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Reports - as shadow rapporteur

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. He votado para que se eliminaran los problemáticos artículos 11 y 13 de la Directiva sobre los derechos de autor. No ha sido posible, así que el texto, lamentablemente, ha salido adelante, pero con mi voto en contra.
Los artículos siguen conteniendo demasiados puntos débiles e incertidumbres legales que pueden producir muchos efectos negativos. Necesitamos una reforma para garantizar la protección de los derechos de autor en Internet, pero este texto es insuficiente.
Creo que esta Directiva no va a proteger la propiedad intelectual como a todos nos gustaría y, en cambio, puede dañar la libertad en Internet y causar un grave perjuicio a las pequeñas plataformas.

Me he abstenido en la enmienda 68 porque, aunque apoyo rotundamente las medidas para combatir el acoso psicológico y sexual, esta propuesta no aporta ningún medio efectivo para lograrlo. Los eurodiputados saben discernir las buenas y malas conductas, y quienes traspasan determinados códigos de conducta no pueden alegar desconocimiento. La enmienda crea una especie de presunción de culpabilidad donde todos deben seguir un curso de formación como si fueran potenciales acosadores. Siguiendo esta lógica, también se deberían seguir cursos para no defraudar o ser transparente, simplemente porque en el pasado se han dado casos parecidos. Es una perversión ideológica y me abstengo de apoyarla, a pesar de compartir la necesidad de denunciar, perseguir y crear herramientas eficaces para acabar con el acoso.
Me he abstenido también en la enmienda 86 porque creo que la forma de controlar la conformación de grupos con fines meramente utilitaristas no puede basarse en una decisión tan subjetiva como la propuesta. Estoy de acuerdo en la necesidad de controlar que los grupos políticos que se conformen lo hagan de acuerdo con criterios de afinidad política. Pero para hacerlo debería establecerse un mecanismo neutral y objetivo, y no una mera declaración de intenciones que podría llevar a manipulaciones partidistas.
