Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. European Semester for economic policy coordination 2024 (A9-0063/2024 - René Repasi) HR

Europski semestar godišnji je postupak koordinacije ekonomskih i proračunskih politika država članica sa širokim utjecajem na socijalne politike.
U predmetnom izvješću izražava se zabrinutost zbog slaboga gospodarskog rasta, naglašava se učinak cijena energije i inflacije na kupovnu moć i uvažava uloga EU-a u stabilizaciji gospodarstva u kriznim razdobljima. Naglašava se potreba za koordiniranim fiskalnim, strukturnim i regulatornim politikamam kao i javnim i privatnim ulaganjima.
Nadalje, u izvješću se ističe da nedovoljna javna i privatna ulaganja u nekim državama članicama koče održivi rast te se naglašava njihova odlučujuća uloga u jačanju otpornosti, izdržljivosti i konkurentnosti EU-a, koji se suočava s izazovima. Izvješće se zalaže za ciljane preporuke za pojedine zemlje za 2024., ističući njihovu ulogu u jačanju konkurentnosti, zelenoj i digitalnoj tranziciji i socijalnoj pravednosti s obzirom na socijalne ranjivosti.
Također, podržava se usklađivanje kohezijskih politika EU-a s Mehanizmom za oporavak i otpornost te preporukama za pojedine zemlje, a dionike se potiče na sudjelovanje u nacionalnim planovima oporavka i otpornosti koji su slični programima kohezijske politike.
Shodno navedenom, podržao sam ovo izvješće.

Guidelines for the 2025 Budget - Section III (A9-0068/2024 - Victor Negrescu) HR

Europski parlament čvrsto vjeruje da je u vrijeme geopolitičkih i institucijskih promjena, financijskog pritiska, klimatskih promjena i društvenih izazova pouzdan, snažan i fleksibilan proračun EU-a usmjeren na ulaganja i dalje ključan za provedbu politika Unije te od središnje važnosti za odgovaranje na sve veće potrebe ljudi, a da pritom nitko nije zapostavljen zbog zelene i digitalne tranzicije, pri ostvarivanju blagostanja i sigurnosti za ljude te poticanju konkurentnosti gospodarstva EU-a.
Nadalje, primjećuje da su cjenovno pristupačan život i društvena kohezija i dalje trajni izazovi u svim državama članicama EU-a i njihovim regijama te u tom pogledu podsjeća na ulogu visokokvalitetnih i pristupačnih javnih usluga.
Izvješćem se ističe središnja uloga proračuna EU-a u ostvarivanju europskog zelenog plana i borbi protiv klimatskih promjena putem smanjenja emisija, povećanja upotrebe obnovljive energije, stvaranja kružnoga gospodarstva, zaštite ekosustava i preokretanja zabrinjavajućeg trenda gubitka bioraznolikosti, istodobno štiteći konkurentnost i stvarajući rast u EU-u.
Zaključno, smatra da bi se dužna pažnja, odgovornost i poštovanje vrijednosti Unije trebali primjenjivati na sve korisnike sredstava EU-a i partnere u provedbi, da bi se zaštitili financijski interesi EU-a te izbjeglo nepotrebno upletanje.
Shodno navedenom, podržao sam ovo Izvješće.

Closer ties between the EU and Armenia and the need for a peace agreement between Azerbaijan and Armenia (RC-B9-0163/2024) HR

Budući da se odnosi EU-a i Armenije temelje na zajedničkim vrijednostima kao što su demokracija, vladavina prava, ljudska prava i temeljne slobode, Europski parlament pozdravlja činjenicu da je Armenija snažno istaknula svoju želju za jačanjem odnosa s Europskom unijom.
Nadalje, 2020. nakon obnove sukoba u Gorskom Karabahu, zabilježena su golema oštećenja na armenskoj povijesnoj i kulturnoj baštini, a nakon nedavne vojne intervencije Azerbajdžana postalo je jasno da je uništavanje vjerskih spomenika dio sustavne politike eliminacije armenskog identiteta.
Slijedom toga, Parlament prepoznaje hitnu potrebu za jačanjem suradnje između EU-a i Armenije u području sigurnosti i obrane te poziva EU da pozitivno odgovori na zahtjev Armenije za potporu putem Europskog instrumenta mirovne pomoći i da pruži potporu armenskoj vojsci.
Armenija je danas okružena uglavnom neprijateljskim susjedima, stoga se predmetnom rezolucijom naglašava da bi EU trebao biti spreman nametnuti sankcije pojedincima i subjektima koji ugrožavaju suverenitet, neovisnost i teritorijalnu cjelovitost Armenije. Također, poziva se Azerbajdžan da se uključi u dijalog s karabaškim Armencima s ciljem poštovanja njihovih prava, uključujući pravo na povratak te na siguran život u vlastitim domovima.
Shodno navedenom, podržao sam ovu Rezoluciju.
