Main parliamentary activities

Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Glasoval sem proti novim pravilom za gospodarsko upravljanje.
Komisija je aprila lani predstavila zakonodajni paket za prenovo gospodarskega upravljanja, iz katerega je bilo jasno, da bo vztrajala pri strogih maastrichtskih kriterijih, Evropski parlament pa bo imel še naprej izjemno omejeno, večinoma posvetovalno vlogo pri gospodarskem upravljanju.
Medtem ko na fiskalnem področju ne sme vladati anarhija in je za države članice, gospodarstva ter predvsem za ljudi slabo, da bi vzdrževali visoko stopnjo zadolženosti ter iskali sredstva na prostem trgu, pod diskrecijskimi pravili kapitala, pa nova pravila zapirajo prostor za investicije tam, kjer so te najbolj potrebne.
Trenutna raven zadolženosti preko 90 % BDP v evro območju namreč pomeni, da bi bile države prisiljene v enormne reze po letu 2024 in ne bi bile sposobne vzdrževati ravni vlaganj, h katerim smo se zavezali v okviru zelenega in digitalnega prehoda ter akcijskega načrta za uresničevanje Evropskega stebra socialnih pravic.
Ti rezi bodo še posebej neizogibni in očitni po izteku Mehanizma za obnovo in razvoj leta 2026. Trenutni podatki na primer kažejo, da bo kljub zelo nizkemu makroekonomskemu tveganju Slovenija primorana izvajati izjemno restriktivna fiskalna pravila, s čimer se zapira prostor za prepotrebne investicije prav na socialnem področju, onkraj tekočih obveznosti iz naslova socialnih transferjev.
