Na tien jaar politieke onderhandelingen werd een compromis bereikt dat kan rekenen op de vereiste meerderheid in zowel het Europees Parlement als de lidstaten. Dit zorgt voor vooruitgang ten opzichte van de situatie van vandaag.
De huidige regel inzake cabotageactiviteiten (drie activiteiten binnen zeven dagen) wordt weliswaar behouden, maar er wordt in een afkoelingsperiode van vier dagen voorzien voordat er meer activiteiten in hetzelfde land met hetzelfde voertuig mogen plaatsvinden.
Ik onthield mij op amendement 1, omdat daarmee het volledige compromis in het water zou vallen. Het was kiezen tussen een matige verbetering van de situatie of helemaal geen verbetering. Ik kies voor de verbetering.
Bestuurders zullen ook verplicht worden om na acht weken terug te keren naar het land van vestiging van de werkgever, waar het bedrijf in kwestie voldoende activiteiten moet onderhouden om postbusbedrijven tegen te gaan. De Verts/ALE-Fractie strijdt al meer dan twintig jaar tegen de terugkeer van lege vrachtwagens, omdat dit een serieuze impact heeft op de CO2-uitstoot. Tegelijk mogen we niet vergeten dat de deal fraude tegengaat. Daarom onthield ik mij ook op de amendementen 7 en 17.
