Macro-financial assistance to Ukraine (C9-0303/2022) ES

Las condiciones políticas de esta ayuda macrofinanciera a Ucrania de carácter excepcional por valor de 5 000 millones de euros, no estaban reflejadas en el texto, sino que se emplazaba a la Comisión Europea a acordar y firmar un memorando de entendimiento con las autoridades ucranianas donde quedarían recogidas estas condiciones.
Por ello, desde nuestro grupo parlamentario, insistimos en la necesidad de explicitar que esta ayuda macrofinanciera se utiliza para asegurar unas condiciones dignas para la población ucraniana en el contexto de la guerra, particularmente para el pago de salarios y pensiones, la garantía del acceso a la energía o la continuidad de los servicios educativos y sanitarios en el país. Nos preocupa que no se explicite que estos recursos no se utilizarán para nada que no sea el apoyo a la población civil. También nos parecía importante que las condiciones de este memorando fueran completamente transparentes y fueran sometidas a escrutinio democrático tanto por el Parlamento Europeo como por el legislativo ucraniano.
Sin embargo, estas aportaciones de nuestro grupo fueron rechazadas por una mayoría y por tanto no he podido apoyar una ayuda macroeconómica sin que haya un conocimiento concreto de sus fines últimos y una verdadera capacidad de fiscalización.

Russia’s invasion of Ukraine: Temporary measures concerning driver documents issued by Ukraine (C9-0201/2022) ES

El objetivo de esta propuesta es crear un marco temporal común en la UE para permitir a la ciudadanía ucraniana que reside actualmente en los Estados miembros bajo el régimen de protección temporal, seguir utilizando su permiso de conducir ucraniano sin necesidad de cambiarlo por un permiso de conducir de la UE o de presentarse a un nuevo examen de conducción.
Además, este Reglamento permitirá a los conductores de camiones y autobuses ucranianos bajo protección temporal en la UE prorrogar la validez de sus certificados de aptitud profesional (CAP) expedidos en Ucrania tras un breve curso de formación y un examen.
Hemos votado a favor de esta propuesta pues creemos que es importante facilitar la vida cotidiana de las personas que sufren las consecuencias de la guerra y darles la oportunidad de trabajar en la UE.
Al mismo tiempo, con las enmiendas trabajadas junto a los sindicatos del transporte hemos logrado que esta medida no comprometa los derechos de los trabajadores ni las normas de seguridad vial.

Identification of the violation of Union restrictive measures as crimes under Article 83(1) of the TFEU (C9-0219/2022 - Juan Fernando López Aguilar) (vote) ES

La Comisión propone añadir la violación de las medidas restrictivas a la lista de delitos de la UE que figura en el artículo 83 del TFUE. Esto permitirá establecer una norma básica común sobre delitos y sanciones en toda la UE. La Comisión justifica su propuesta porque considera que así se podrá garantizar la aplicación efectiva de la política de la UE en materia de medidas restrictivas, que ya es delito en la mayoría de los Estados miembros.
Nosotros nos oponemos a esta propuesta ya que carece de cualquier evaluación de impacto, no tiene ninguna garantía, ni opinión de la Agencia de Derechos Fundamentales, ni se ha podido debatir en la Comisión de Libertades, Justicia y Asuntos de Interior, ni en el Parlamento en general. Además, de que es de carácter punitivista y propone un modelo de sociedad basado en la sanción.
Por todo ello, hemos votado en contra.
