Im Text wird vorgeschlagen, die Umsetzung der Verordnung über Medizinprodukte für In-vitro-Diagnostik zu verschieben. Dadurch sollten kritische Engpässe verhindert werden, ohne die Patientensicherheit zu gefährden, da die Verordnung tatsächlich ein bürokratischer Albtraum ist, der ein Drittel der kritischen Betreiber dazu bringt, diesen Markt zu verlassen. Eine erneute Verlängerung der Übergangsbestimmungen für In-vitro-Diagnostika ist wichtig, auch für die Hersteller, weil die Zertifizierungsstellen nun wesentlich mehr Zertifikate ausstellen müssen. Eine Registrierungspflicht gab es bereits bisher, die Datenbank soll nun den notwendigen Überblick über aktuell verfügbare Medizinprodukte geben, jedoch ist eine gestaffelte Umsetzung von EUDAMED zu unterstützen. Krankhäuser können dadurch bei Engpässen schneller eine Lösung finden und es soll über Lieferunterbrechungen bei kritischen Medizinprodukten informiert werden. Daher habe ich mich für die Entschließung ausgesprochen.

Die Absicht hinter der Initiative, nämlich die Transparenz und Ethik in den EU-Institutionen zu verbessern ist sicherlich lobenswert. Jedoch muss man feststellen, dass das Ergebnis der Verhandlungen die Gründe für die Zweifel zu bestätigen scheint, die es schon vorher an dem Vorschlag gab. Die Zweifel bestehen insbesondere hinsichtlich des zweifelhaften Mehrwerts, den die Einführung eines Organs mit sich bringt, das bisher nur als eine neue Verschwendung öffentlicher Mittel erscheint. Bedenken bestehen auch hinsichtlich des Schutzes der Unabhängigkeit der Organe, insbesondere des europäischen Parlaments, da die Festlegung der Regeln für die Pflichten seiner Mitglieder einer externen Partei übertragen wird, deren Unparteilichkeit stark angezweifelt werden muss. Daher habe ich mich dagegen ausgesprochen.
