Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Combating violence against women and domestic violence (A9-0234/2023 - Evin Incir, Frances Fitzgerald)

I voted in favour of the deal reached by the EP and the Council on combating violence against women and domestic violence as it is an upmost priority to put an end to gender based violence all over Europe. It is sadly taking place too often, in all spheres of our society and at all levels. The #MeToo Movement has been a wake-up call to politicians to act swiftly in this sphere. Nevertheless, I am deeply saddened that the Council, and especially Member States like France, Germany and Malta among others, blocked the inclusion of the non-consensual sex act as a criminal offence: it is a shame! Let’s hope that all those Member States will make sure to include such wording in their national legislation when transposing this directive into national law.

Amending Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims (A9-0285/2023 - Malin Björk, Eugenia Rodríguez Palop)

I voted in favour of this directive in order to give protection to victims of trafficking and to improve coordination among police forces and justice in the European Union to combat these criminal networks. I am very shocked by the numerous barbarian forms of human exploitation still taking place in this world in 2024, but also in the EU. However, I strongly regret that, for the first time, the notion of ‘surrogacy’ was included in EU legislation, as if it was all wrong, rather than just stating that anyone forced to do anything is unacceptable. In addition, I did not share the views expressed in the recitals of this directive about sex work, as it does not reflect the situation nor the protection needed for sex workers in Europe. For sure we should fight against prostitution networks around Europe, with mostly women and girls as victims, but not putting at risk sex workers in the EU.
