Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Sor került a „Jogérvényesülési program” elfogadására is, amely eredeti célja a bírák továbbképzése, az európai igazságügyi együttműködés erősítése lett volna. A jelenlegi előterjesztés a programhoz azonban olyan új elemeket csatol, amelyek eltérnek az eredeti céltól. A program olyan civil szervezeteket erősítene, akik úgymond "védik" a jogállamiságot akár saját kormányuk ellen, és úgy finanszírozná ezen NGO-kat, mintha azok a tagállamok igazságügyi rendszereinek részét képeznék. Elfogadhatatlan számomra, hogy a politikai tevékenységet folytató civil szervezetek uniós forrásokból pénzeljék, ezért a FIDESZ néppárti delegáció tagjaként a szöveg ellen szavaztam.

Felháborító, hogy a ma elfogadott „Jogok és Értékek program” alapján mostantól az EU költségvetéséből - köztük a magyar adófizetők pénzéből - is finanszírozhatják az EU tagállamaiban a jogállamiság érvényesülését vizsgáló akár politikai szerepet játszó nem kormányzati szervezeteket. Magyarországon ezek az NGO-k köztudottan a Soros György nevéhez köthető szervezetek, amelyek az elmúlt évek során a jogállamiság köntösébe bújtatva hevesen támadták a magyar kormányt. Ellenzem a politikai tevékenységet folytató civil szervezetek uniós forrásokból való pénzelését, ezért a FIDESZ néppárti delegáció tagjaként a szöveg ellen szavaztam. Ehelyett az EU külső határait védő tagállamok - így a magyar határkerítés - költségeit kellene megtérítenie az Európai Uniónak.

Fontosnak tartom, hogy álljanak rendelkezésre hiteles, pontos és aktuális adatok az illegális bevándorlás súlyosságának megállapítása érdekében, viszont ezen adatok szolgáltatása nem róhat túl nagy terhet a tagállamokra. Ennél pedig még fontosabb, hogy az adatokat csak az illegális migráció megfékezése érdekében lehessen felhasználni, nehogy pedig egy esetleges állandó kötelező betelepítési kvóta tagállami részesedésének a kiszámításához járuljon hozzá. Szkeptikus maradtam az adatok végső felhasználására való tekintettel, ezért a FIDESZ néppárti delegáció tagjaként tartózkodtam a végszavazásnál.
