Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

El Mecanismo «Conectar Europa» (MCE) 2021-2027 es un instrumento clave de financiación de la UE que promueve el desarrollo de redes transeuropeas de alto rendimiento en los campos del transporte, energía y telecomunicaciones, y de este modo contribuye al crecimiento, el empleo, la movilidad y la competitividad europeas.
El MCE fomenta una movilidad más interconectada, accesible e innovadora, además de promover modos de transporte más sostenibles, como el ferrocarril, las vías navegables interiores y las autopistas del mar.
Con esta propuesta, el Parlamento Europeo concentra la financiación del transporte para el periodo 2021-2027 en las redes de transporte transeuropeas clave, corredores prioritarios y proyectos con un valor añadido europeo real para los ciudadanos y un transporte de mercancías más eficiente, incluidos nodos urbanos, enlaces pendientes y proyectos transfronterizos dentro de la UE y también con terceros países.
Asimismo, todas las enmiendas presentadas a los anexos (corredores prioritarios de la red básica y secciones predeterminadas de la red global) han sido aprobadas, posibilitando que nuevos tramos sean financiados
Finalmente, el informe refuerza la participación de las autoridades regionales y locales en los proyectos, fomentando así la cohesión socioeconómica y territorial de la UE.

A European Strategy for Plastics in a circular economy (A8-0262/2018 - Mark Demesmaeker) ES

Los socialistas españoles hemos trabajado decididamente en favor de un nuevo modelo de crecimiento ambiental y económicamente sostenible, una economía circular en la que, al contrario que en el sistema lineal tradicional, los productos, materiales y recursos mantienen su valor durante el mayor tiempo posible, consiguiendo así mismo la reducción de residuos.
El plástico es precisamente uno de los mayores desafíos en la reducción de residuos. La producción de este material se ha multiplicado por 20 desde los años sesenta, y se espera que se duplique de aquí al 2036. De esta producción, se calcula que entre el 2 % y el 5 % termina en el mar cada año. En Europa, se estima que los residuos plásticos representan aproximadamente entre el 80 % y el 85 % de la basura marina, lo que constituye problema medioambiental de primer orden. La basura marina genera además un coste estimado entre 259 y 695 millones de euros a la economía europea.
La estrategia europea para el plástico es un paso necesario para la transición hacia una economía circular, así como una herramienta imprescindible para alcanzar los Objetivos de Desarrollo Sostenible (ODS) para prevenir y reducir la basura marina. La delegación socialista española apoya de forma decidida esta estrategia europea.

A European One Health Action Plan against Antimicrobial Resistance (A8-0257/2018 - Karin Kadenbach) ES

Los diputados y diputadas de la delegación socialista española hemos votado a favor de este Plan de Acción Europeo para luchar contra la resistencia a los antimicrobianos, un problema de salud pública cuya dimensión requiere una acción contundente por parte de la Unión.
Organismos internacionales han constatado cómo los microorganismos (por ejemplo, bacterias y virus) están desarrollando una resistencia a antimicrobianos. En consecuencia, estos microorganismos son cada vez más capaces de neutralizar el efecto de los medicamentos, como los antibióticos. Según datos de la Organización Mundial de la Salud, la resistencia a los antimicrobianos (AMR) es responsable de 25 000 muertes al año en la UE y podría causar más muertes que el cáncer para el 2050. Además, se estima un coste de 1 500 millones anuales en servicios sanitarios y pérdidas de productividad.
La delegación española del Grupo S&D del Parlamento Europeo respalda este informe parlamentario para exigir a la Comisión Europea y a los Estados miembros una actuación urgente y coordinada, que englobe la salud humana y la animal bajo un único enfoque, frente a este riesgo para la salud de la ciudadanía europea.
