Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Les Verts/ALE ont fait campagne en 2019 en faveur d’un ajustement carbone aux frontières pour toucher notre empreinte carbone, qui n’est pour l’instant pas couverte par des mesures de réduction des émissions. En tant que rapporteur du Parlement européen, j'ai travaillé, avec les collègues, à définir les principes directeurs de ce mécanisme. Les compromis votés en ENVI avec l’appui des principaux groupes, dont le PPE, reflétaient les préoccupations écologistes quant à l’intégrité environnementale et à la compatibilité avec le droit de l’OMC de ce mécanisme, conditions nécessaires à son bon fonctionnement pour protéger les entreprises européennes du dumping climatique tout en les incitant à prendre leur juste part dans la lutte contre le dérèglement climatique. Malheureusement, à la dernière minute, certains industriels se sont alliés avec la droite et l’extrême droite du Parlement pour casser les parties les plus ambitieuses du rapport. C’est pourquoi le groupe des Verts s’est abstenu sur ce rapport, pour bien montrer qu’il n’était plus possible ne pas investir dans l’avenir. La Commission européenne présentera en juin sa proposition législative. La bataille ne fait que commencer. Le groupe Verts/ALE y prendra part, avec détermination et ambition. Car les écologistes ne peuvent se résoudre ni au chaos climatique, ni aux délocalisations.

Individual motions for resolutions

In accordance with Rule 143 of Parliament's Rules of Procedure, any individual Member may table a motion for resolution on a matter falling within the spheres of activity of the EU. These motions for resolution express the position of the individual Members who tabled them. Admissible motions are referred to the committee responsible, which shall decide whether to follow up the motion for resolution and, if so, which procedure is to be followed.
