Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. O Regulamento Financeiro desempenha um papel particularmente importante nas finanças e no funcionamento da União Europeia enquanto «conjunto único de regras» que estabelece os princípios e as regras financeiras gerais aplicáveis à elaboração e execução do orçamento da UE e ao controlo das finanças da UE.
Na sequência da entrada em vigor do quadro financeiro plurianual (QFP) 2021-2027, é necessário alinhar o Regulamento Financeiro ao QFP, para que todas as regras financeiras gerais sejam incluídas neste conjunto único de regras.
A CE apresentou uma proposta de revisão deste Regulamento que, muito embora fosse um passo na direção certa para uma melhor gestão das finanças da UE, ficava aquém do que é necessário e possível alcançar para garantir uma melhor responsabilização democrática em relação ao orçamento da UE, algo que poderá ser conseguido através do reforço da supervisão parlamentar, da digitalização e da integração das políticas importantes da UE.
Por isso, acompanhei as propostas de alteração votadas em plenária.

O Parlamento Europeu deplora que a Rússia não tenha devolvido integralmente o património nacional romeno, em conformidade com a obrigação prevista nos acordos bilaterais oficiais entre os dois Estados e como previsto no direito e normas internacionais. Insta—se, por isso, a Federação da Rússia a devolver integralmente à Roménia o remanescente do património nacional romeno enviado para a Rússia, para ser guardado, em 1916 e 1917.
O Parlamento recorda que a apropriação ilícita do património nacional romeno é um caso internacional único, em que as reservas monetárias de ouro de um Estado, juntamente com objetos culturais, religiosos e de arquivo que fazem parte do património nacional desse Estado, foram confiadas à guarda de outro, ao abrigo de um acordo estabelecido em documentos juridicamente válidos que davam garantias legais de devolução. As obrigações acabaram, no entanto, por ser desrespeitadas, em violação do direito internacional.
O Parlamento solicita, por isso, à Comissão que crie sinergias concretas com o Estado romeno, o Banco Nacional da Roménia e outras instituições relevantes, a fim de mobilizar esforços coordenados e de utilizar todos os meios diplomáticos para procurar soluções para garantir que o património nacional seja devolvido sem demora.

Votei a favor deste regulamento que estabelece um quadro comum para os serviços de comunicação social no mercado interno. Esta é uma iniciativa fundamental para a proteção e promoção da liberdade de imprensa e do pluralismo dos meios de comunicação na União Europeia. Os meios de comunicação desempenham um papel crucial na democracia, assegurando que os cidadãos têm acesso a diferentes fontes de informação. Os meios de comunicação são uma peça-chave das sociedades contemporâneas livres, plurais e mais inclusivas. Este regulamento fortalece esse papel, ao promover um ambiente de comunicação social mais transparente, independente e diversificado.
Num mundo onde a desinformação e a pressão sobre os meios de comunicação são cada vez maiores, esta legislação garante a proteção das fontes jornalísticas e reforça a independência editorial. Além disto, o regulamento aborda de forma eficaz o desafio da digitalização e da globalização dos meios de comunicação. Ao incluir as plataformas em linha e motores de busca no seu âmbito, reconhece a realidade atual do setor de comunicação social, garantindo que todos os intervenientes são sujeitos a regras justas e transparentes.
