Ministers are outlining the priorities of the German Presidency of the Council of the EU to parliamentary committees, in a series of meetings.

The EU should boost the use of advanced types of biofuels by setting mandatory targets but a reliable model for measuring indirect land use change (ILUC) must be found before including it in legislation, said Energy Committee MEPs in a vote on fuel quality and renewable energy legislation on Thursday. The committee's proposed changes will be put to a vote in plenary, along with amendments to be adopted by Environment Committee, which has the lead on this file.

All of the EP’s 20 standing committees and two subcommittees held their constitutive meetings on Wednesday to elect their chair and vice-chairs.

Parliament and Council negotiators agreed on wholesale price caps on Tuesday evening. Caps are significantly lower than those proposed by the Commission. Wholesale price caps define how much telecoms operators can charge each other for using their networks to carry cross-border “roaming” calls.

The Industry and Telecoms Committee today confirmed a deal reached with the Greek presidency on easier electronic deals and cross border electronic identification. "This will make it easier for people who need to deal with authorities in another EU country. It could be applying for a course at a foreign university, planning a wedding or filing tax returns", said Marita Ulvskog (S&D, SE), who led Parliament's work on the draft law. The draft law still needs to be endorsed by the full Parliament.

Internet providers should no longer be able to block or slow down internet services provided by their competitors, says the Industry Committee which on Tuesday approved rules to protect net neutrality. Under the latest draft EU “telecoms” package legislation, MEPs also voted against "roaming charges", extra costs for using a mobile phone in another EU country. These charges should be banned from 15 December 2015, MEPs say.

The proposed Digital Single Market strategy is needed to build trust in the online world, boost growth and protect the rights of citizens, creators and companies. These were among the first reactions from the chairs of the three committees that will work intensively on today's Commission proposal. This afternoon and tomorrow morning, the Commissioners responsible will visit Parliament to discuss the proposal with MEPs.
