To ensure Parliament remains operational, and in particular its legislative and budgetary activity, while avoiding the spread of COVID-19, temporary measures were put in place to allow members to fulfil their democratic rights and legislative duties.


Parliament’s Bureau agreed to an alternative voting procedure, which was first used during the plenary session on 26 March 2020. Based on public health grounds, this temporary voting procedure is valid until 31 December, unless extended by a bureau decision.


Parliament has put in place measures for Members to take part in committee from a distance. Given the current circumstances, Members will be able to address the plenary remotely from Parliament’s Liaison offices in the member states and from EP premises in Strasbourg and Brussels.
