Environment and climate action

In a debate in the afternoon, plenary will assess the 2021-2027 programme for Environment and Climate Action (LIFE). The budget for the EU’s most ambitious climate and environmental programme will rise to €5.4 billion (current prices). The approval of the programme will be announced at the end of the debate, around 16.30.

Rail passengers’ rights

Parliament is set to approve new rules that would better protect and assist train travellers, by guaranteeing rerouting and helping passengers when their train is delayed or cancelled. The new law will also improve access and assistance to people with reduced mobility, and will help the introduction of more dedicated spaces for bicycles on trains.

Human rights and democracy: COVID-19 in Latin America, Bolivia and Pakistan

MEPs will discuss and vote on short resolutions on the situation of the COVID-19 pandemic in Latin America, the arrest of former interim Bolivian President Jeanine Áñez and other officials, and blasphemy laws in Pakistan, in particular the case of Shagufta Kausar and Shafqat Emmanuel.

Votes

The results of Wednesday’s second voting session will be announced at 9.00, among other things, on:

• the digital taxation own-initiative report, and

• a resolution on the assassination of Daphne Caruana Galizia and the rule of law in Malta (debate in plenary in March).

The first voting session will take place between 9.45 and 11.00, with results announced at 13.00.The second voting session will take place between 13.45 and 15.00 and the results will be announced to plenary at 16.30.

Plenary is set to adopt the following legislative files without a final vote:

• a reform of the rail passenger rights regulation, and

• the 2021-2027 anti-fraud programme, the European Defence Fund, the Digital Europe programme and the Programme for the environment and climate action.

MEPs will also cast their final votes on:

• Russia (the case of Alexei Navalny, military build-up on Ukraine's border and attack in the Czechia),

• 2019 discharge reports,

• accessibility and affordability of COVID-19 testing,

• the COVID-19 pandemic in Latin America,

• Bolivia and the arrest of former President Jeanine Añez and other officials,

• blasphemy laws in Pakistan,

• Peace Agreement in Colombia,

• European Child Guarantee, and

• EU-India.
