Briefing before the vote on the International Procurement Instrument

The rapporteur and shadow rapporteurs on the International Procurement Instrument hold a press briefing ahead of the trade committee vote on Monday.

Rapporteur for the Committee on International Trade Daniel Caspary (EPP, DE) will brief journalists about his report on the Commission’s proposal for the International Procurement Instrument. The trade committee votes on the report on the same day.

The briefing will be held on Monday, 29 November from 16:15 to 16:45, on the record, via Webex and for media representatives only.

Journalists can sign up for the briefing before 10:00 on Monday, 29 November, by emailing eszter.balazs@europarl.europa.eu. All registered participants will receive a connection link by Monday noon.

Most shadow rapporteurs will join the Rapporteur for the briefing: Imna Rodríguez-Pinero (S&D, ES), Liesje Schreinemacher (Renew Europe, NL), Hervé Juvin (ID, FR), Reinhard Bütikofer (Greens/EFA, DE) and Emmanuel Maurel (The Left, FR).


Background

With the new tool the EU wants to ensure that EU companies enjoy the same degree of openness in the public procurement markets of non-EU countries as competitors from those countries in the EU market.

Rapporteur Daniel Caspary has been working on the draft regulation since the Commission introduced its original proposal in 2012. Since then, the Commission modified the proposal in 2016 but although the European Parliament has been ready to start negotiations with the Council, the member states reached an agreement on the topic only in June 2021.

After the vote in the committee, the whole plenary will vote on the report in January.
