EU common agricultural policy beyond 2027 

An upcoming proposal for the EU’s 2028-2034 common agriculture policy will be discussed in Parliament with Commission and Council representatives on Thursday.

During the debate, MEPs are expected to call for an increased budget for the common agriculture policy (CAP) in the next multiannual financial framework, and for the CAP to be based on incentives rather than purely on obligations on farmers. They are also likely to express their opposition to the inclusion of agriculture spending in a single fund with other policies.

The Committee on Agriculture and Rural Development will adopt its report on the future of EU agriculture and the post-2027 common agricultural policy on Monday 7 July. The text, summing up Parliament’s demands for the upcoming CAP reform, will then be put to a vote in a future plenary session. Rapporteur Carmen Crespo Díaz (EPP, ES) will brief journalists on the file at a press conference on Tuesday 8 July at 9:00.

Background

The European Commission plans to announce the 2028-2034 common agriculture policy proposal together with the next long‑term budget in mid-July 2025.
