EU Digital COVID Certificate


In a debate starting at 9.00, MEPs will discuss with Commissioner Reynders the practical rollout of the new EU Digital COVID Certificate. The purpose of the certificate is to facilitate intra-EU travels and contribute to the post-pandemic economic recovery. Once formally adopted by the Parliament and the Council it will apply in all EU member states from 1 July. Plenary will vote on the provisional agreement during Tuesday’s second voting session. Results will be announced Wednesday at 9.00. Rapporteur Juan Fernando López Aguilar (S&D, ES) will host a press conference after the plenary debate, at 13.15.

EU’s response to the abduction of Raman Pratasevich in Belarus


At 15.00, MEPs will debate with EU Foreign Policy Chief Josep Borrell the situation in Belarus, following the abduction on 23 May of journalist Raman Pratasevich and his girlfriend Sofia Sapega after the Ryanair flight they were travelling on was forced to land in Minsk. A resolution will be voted on by MEPs on Thursday.

Assessment of the national recovery plans and the Parliament’s role


The ongoing evaluation of the national recovery plans submitted to date by EU member states, and the involvement of MEPs in the process, will be the focus of a plenary debate with Commission President Ursula von der Leyen and Commissioner Valdis Dombrovskis. MEPs are likely to insist on the need for Parliament to be provided with all relevant information about the plans as well as the Commission’s subsequent assessment of them. Plenary will wrap-up its conclusions in a resolution on Thursday.

New sources of revenue for the EU budget.

MEPs will quiz the Commission about planned proposals for a number of new revenue sources. These new income streams - among them, a carbon border adjustment mechanism and a digital levy - are intended to cover costs related to the “Next Generation EU” recovery plan.

In brief:

Situation in Afghanistan and in Cuba. The security situation and the consequences of the withdrawal of US troops in Afghanistan, as well as the latest events in Cuba regarding human rights will be discussed with Josep Borrell in the afternoon. Plenary will vote on resolutions on these topics on Thursday.


EU funds to mitigate the socio-economic consequences of the pandemic. Before its final adoption, MEPs will discuss the budget and priorities – including fighting youth unemployment and child poverty - of the European Social Fund + for 2021-2027.


LUX Film Audience Award webinar. Representatives from the three shortlisted films will discuss the issue of media freedom in Europe, as well as the impact of the COVID-19 pandemic on the European film and cinema industry, during a webinar starting at 16.00. More info here.

Votes


Results of Monday’s votes will be announced at 9.00, among other things, on:


  • European Globalisation Fund aid for Germany, Belgium, the Netherlands and Finland,

  • a provisional agreement with the Council on targeted amendments to the European Travel Information and Authorisation System Regulation.

The first voting session will take place between 13.00 and 14.15, with results announced at 19.00.


The second voting session will take place between 20.00 and 21.15. MEPs will cast their final vote on:


  • the provisional agreement over the EU digital COVID certificate,
  • the biodiversity strategy,
  • EU competition policy in 2020, and
  • the gender dimension in Cohesion Policy.

The results will be announced to plenary on Wednesday morning at 9.00.
